Krazy Mark is an NPC in The Hard Way neighborhood of St. Martial. He is not a contact. His coordinates are (-3968, 19.8, 1565.7) . He doesn't seem to have any apparent purpose except to sell all kinds of junk, from TVs to pirate cannons, although villains are unable to actually make any purchases.
Though such neighborhood is infested with Wailers and there's not a single soul anywhere in it (excepting the Freakshow), Mark sits there happily as if nothing would be happening around him. Why the Wailers haven't slaughtered him yet is a complete mystery.
