Tsukira Wolf is an NPC that was added in Issue 27 as a memorial to a City of Heroes player. They can be found in the Winter Forest social zone during the annual Winter Event and are part of the Paragon Heroes faction.

Little is known about this mysterious fighter, though he seems to be an honorable one and very talented.
