The Flower Vendor is a clockwork NPC in The Magisterium neighborhood of Nova Praetoria. It's not a contact. Praetor White will send you to pick some flowers from him for his girl, Cleopatra, during the mission Just as Sweet. In the dialogue with it, different answers may lead to different endings.
