Definition
- For Villains, the equivalent of Security Level for Heroes—a measure of how many times the Villain has leveled up at a Trainer NPC to gain new powers and Enhancement slots.
- Defined in-game under Base Combat Attributes as "... a modifier applied to all attacks. Higher Threat levels mean damage you do will be more likely to draw an enemy's attention."
