Mission holder almost always still gets the badge

The mission holder will almost always get the badge regardless of success or failure without having to resort to petitioning. I have succeeded this mission only once (and that was on test), but all my characters who have done it still have the badge. While the badge isn't instantly awarded upon leaving the mission, after traveling to another zone it will appear in the badge menu, often without the "Badge Awarded" text popping up.
