That alone should be enough to show how great the danger is, if they're willing to blow the cover of their secret location. Get to that complex and find those Pulse Charges. In an underground military base not too far from here a saboteur has stolen the override codes of an experimental weapons system on behalf of Maestro, a lieutenant within the Council. These are codes to electromagnetic pulse generators beneath several parts of the city. If the saboteur manages to activate the codes, it could level multiple parts of Paragon City!

Many former members of the 5th Column have emerged, attacking their former comrades in arms. Other members of the Council who were not part of the 5th Column have been seen aiding the rebel soldiers.

What exactly this will lead to is anyone's guess, though Maestro seems to be very focused on stomping out those who have betrayed The Center
