Three PPD Ghosts can be found as allies on the prevent breakout side mission in Safeguard Missions on Talos Island. Once free of the Tsoo attacking them, they will join you.
These officers have the same attacks as the regular PPD Ghosts found in other zones of Paragon or during Mayhem Missions. They will attack all hostiles in their aggro radius. They can be healed by players and probably buffed as well.
