Briefing
The Tsoo are recruiting in earniest these days. If they grow much larger, we may not be able to deal with them effectively. I need you to hit the streets and take on a few Tsoo. If you show people that the Tsoo aren't as tough as they look, maybe they won't be so eager to join up.

You can usually find Tsoo in Talos Island or Independence Port.
