There's a technology expert named Fareed Abdullah you should talk to. He's a very interesting guy and knows a great deal about the Clockwork and the Lost. Fareed deals with folks out of Steel Canyon these days.
Fareed is very kind and courteous.
There's a Hmong businessman named Kong Bao who's a real leader in his community. You should talk to him. I'm sure you'd find him quite helpful, especially when it comes to the Tsoo and the Circle of Thorns. Mr. Kong has strong ties to Skyway City.
You will be helping a great man, Character.
I suggest you go speak to Sgt. Suzanne Bernhard in the street crimes division. She's a good person to know, especially when you're dealing with the Tsoo or the Council. Sgt. Bernhard works the desk in Skyway City.
Suzanne always has her eyes on the streets.
You should meet Tom Bowden. He's an NSA agent recently assigned to Paragon City. His first assignment is trying to crack the Clockwork puzzle, but he also has a chip on his shoulder for the Lost. Tom's government connections have him in Steel Canyon these days.
Tom is very focused, and knows what he is doing.
Have you ever met Vitaly Cherenko, the mystic healer? He's a walking hospital, only he uses magic instead of bandages. You should talk to him and see if you can help each other defeat the Tsoo and the Circle of Thorns. Vitaly can usually be found in Skyway City.
Many people don't understand the work Vitaly is doing, but that doesn't mean it's not important.
Did you ever see that weekly paper, the Asian Paragon? Well, its publisher, Olivia Chung, is a great woman. She knows all about what's going on in the immigrant community and has helped more than one hero sort out a jam involving the Vahzilok or the Outcasts. Olivia has her offices in Steel Canyon.
You won't meet many people as good-hearted as Olivia.
I know a courier named Guy Denson who would like to meet you. He runs all over town delivering important packages, and he's helped lots of heroes with the Clockwork and the Lost. Guy's routes have him in Steel Canyon now.
Guy will steer you to the heart of trouble.
Dr. Ann-Marie Engles is a real expert in the field of cybernetics. She is fascinated with the technical aspect of the Vahzilok and the social impact of the Outcasts. Dr. Engles has set up shop in Skyway City.
You'll learn a lot from Dr. Engles; she's always happy to lend heroes a hand.
Mark Freeman is a mutant with the ability to communicate with machines. He has been focusing his attention on the Clockwork activity lately, altough he's also interested in the mysterious Lost. Mark makes his home in Skyway City.
Mark can be a little brusque, but he has a connection that no one else can possibly match.
Agent Pavel Garnier from the FBI asked me to send you to him. He thinks you could help him with some of his cases involving the Vahzilok and the Outcasts. Pavel is currently looking into something in Skyway City.
A positive connection with the FBI is a very good thing to have.
I know this guy, his name's Cho Ge. He's a little shady. He even used to be a gangster, but these days he's working for the good guys. He knows everything about the Tsoo and the Council. Cho Ge hangs out in Skyway City nowadays.
As long as you watch your step with Cho Ge, you will benefit from his knowledge.
You'd never guess it to look at her, but the sculptor Virginia Hoffman really knows a lot about what's going on in this town, especially with the Tsoo and the Circle of Thorns. You should talk to her. Ms. Hoffman lives in Steel Canyon these days.
Virginia is very eccentric, but she has a good heart and is really interested in doing the right thing.
Have you ever heard of Master Thao Ku? He's an amazing martial arts teacher, as well as aTsoo or the Circle of Thorns. Master Thao has his dojo in Skyway City.
truly enlightened person. You should meet with him sometime and discuss theWell done, Character. Master Thao will steer you straight.
Have you ever read Juliana Nehring's column? She's an Internet reporter who specializes in super-powered villains. She's always looking for new sources to help her investigate the latest Vahzilok and Outcast activities. Juliana files her stories in Skyway City.
Juliana is tough as nails and is willing to do whatever it takes to get a story.
Detective Karen Parker has a great reputation as a tough but fair-minded cop. If you're respectful and show her you're competent, I'm sure she'll be happy to work with you on the Tsoo and Council. Detective Parker investigates crimes out of the Skyway City precinct.
Detective Parker can be harsh, but only when it's warranted.
FBI Special Agent Warren Trudeau would like to have a word with you. He's particularly eager to work with new heroes like you in combating the Tsoo and the Council. Agent Trudeau is on special assignment to Skyway City.
I think you will find Agent Trudeau to be very helpful.
Level 20-24
I'd love for you to meet Polly Cooper. She's a coordinator for the Civil Air Patrol, and she knows a lot about the Sky Raiders and the Lost. Polly has access to Training Enhancements.
Miss Cooper is very skilled at her job and should prove to be a valuable asset to you.
I know a guy named Kevin Cordell who runs a small security consulting business. He's heard about you and would like to talk sometime about the Sky Raiders and the Lost. Kevin used to be a hero, and he still has access to Training Enhancements.
Kevin is not easily impressed, but I think you will do just fine with him, Character.
I have to admit that Georgia Fields doesn't have the best reputation. No one really knows how she gets her information, but she's an excellent source on the Sky Raiders and the Lost. She is usually able to get her hands on training enhancements.
If you are careful, Georgia can be of great assistance to you.
If you ever have a computer problem or want a lead on some computer related crime, you should talk to Justine Kelly. She's a whiz at technical stuff and a bit of an online hero in her own right. Lately she has been focusing her attention on the Sky Raiders and the Lost. Justine has access to Training Enhancements.
Justine is a very skilled young lady.
Melanie Peebles has the power to see things through her dreams. Her most recent dreams have been about the Sky Raiders and the Lost. Melanie has access to Training Enhancements.
Do not dismiss Melanie's guidance lightly.
I've been asked to keep this very quiet, but someone from the CIA wants to meet you. Her name is Kirsten Woods and she knows quite a bit about the Sky Raiders. She also thinks there may be more to the Lost than meets the eye. As a CIA operative, Agent Woods has access to Training Enhancements.
Keep a low profile when you are working with Kirsten.
Information
Retired Hero
Jake Montoya was once a well-known hero who fought under the name Red Tiger. After a nearly fatal injury cost him his leg, he chose early retirement and a prosthetic limb over a cybernetic replacement. But retirement from active duty doesn't mean he's turned his back on the city. Now he's one of many retired heroes who acts as a clearing house of information. He uses his experience and contacts to keep tabs on various villain groups, then organizes active heroes to deal with the situation. He's particularly interested in the Clockwork King, largely because he lost his leg while fighting him.
Prior to Introduction
Sorry, man, I'm loaded up here. Go see if Active Contact has something for you.
Initial Contact
I have heard of you, Character. You sound like an up-and-comer to me. Prove me right.
Greeting
- Time to get it done.
- I've got some work, if you're up for it.
Too Busy
A good hero never takes on too much work. You need to finish some of your missions, Character.
No More Missions
- Before introducing a higher-level contact
- I need to work with some of the newer, less experienced heroes from now on.
- After introducing a higher-level contact

- Inspirations (all)
You've sold me, Character. You are definitely a hero I can believe in. I'd be proud if you'd make use of all my old equipment.

The Mind of a King (15-19)
Souvenir
Damaged power source
This burned out piece of technology represents the beginning and the end of a puzzling mystery. It seems the Clockwork King powers his constructs through telekinesis alone. the magnitude of his power must be astronomical for him to operate so many Clockworks at once, and at such a great range. All that remains now is to find the Clockwork King and force him to stop his mental marionettes. You learned all this in an adventure you've come to think of as:
The Mind of a King
It all began when your contact asked you to retrieve a Clockwork power source for analysis. You hit the streets, defeating many Clockwork before you recovered a suitable piece.
But the piece was only a small part of the mystery. Your contact sent you to a Clockwork base to retrieve a Clockwork broadcasting unit. After examining the unit, your contact was able to detect a similar signal coming from the sewers. You followed the signal, and discovered that it came from a Vahzilok broadcasting unit.
Your contact could only conclude that Vahzilok was the device's owner, and that the Clockwork were mearly using it for scrap. Puzzled, your contact asked you to recover some more Clockwork parts. Determined to solve the mystery, you went back to the streets.
You returned with 15 defeated robots, which your contact tried to reactivate. These efforts were not successful, but the robots were spurred to life anyway by the mental energies of the Clockwork King.
Find a Clockwork power source for Jake Montoya to study
Briefing
I'm interested in finding out more about how the Clockwork King's robots work. He may be a villain, but he's made some amazing creations. Could you find a Clockwork power source for me to study?
Mission Acceptance
I appreciate this, Character. The more we know about the Clockwork, the better we can combat them. Try looking in Atlas Park, Kings Row, Perez Park, Galaxy City, Boomtown, or Skyway City to find some.
Unnecessary Solicitation
I still need that Clockwork power source to analyze.
Mission Objective(s)
- Collect Clockwork power source
- Defeat 15 Clockwork
You found a Clockwork power source.
You took this power source from a Clockwork minion you defeated. It seems that the power source was damaged in combat.
Debriefing
Thank you very much. I'm sure this will help me understand the Clockwork better. I'll let you know what I discover.
Combat the Clockwork in the office
Briefing
This Clockwork power source you recovered doesn't answer as many questions as I had hoped. In fact, I can't seem to make it function at all.
Perhaps the key lies in one of the Clockwork's bases of operation. According to my sources, there's a Clockwork base in a nearby office building, under the control of a mighty robot called Bolts. I want you to combat the Clockwork in that office. Bring back anything that looks like a power broadcasting unit, ok?
Mission Acceptance
The plot is definitely thickening, as they say.
Unnecessary Solicitation
I still need that Clockwork power broadcasting device.
Mission Objective(s)
You've wondered for a long time about the Clockwork's mysterious power source. Now that the answer seems near, there'll be no slowing you down.
- Defeat Bolts and its minions
You found a broadcasting unit.
Enemies
Notable NPCs
- Bolts (Clockwork Cannon Prince)
You found this device in a Clockwork lair. It broadcasts a signal to a remote source.
Debriefing
Thanks. This Clockwork broadcasting unit may help us figure out how the Clockwork King powers his minions. I must say, it's an odd design for the Clockwork. I'll have to run a number of tests.
Go into the sewers and recover the device
Briefing
I'm really stumped by the broadcasting unit you found in that Clockwork lair. It doesn't look anything like the Clockwork King's normal designs!
I've been scanning for a signal similar to the one the device outputs, and I've finally located one. It's in a section of the Paragon City sewers. I need you to go into the sewers and recover the device. If I were you, I'd be prepared for a fight.
Mission Acceptance
Tread carefully, hero. I have no idea what you are going to find down there.
Unnecessary Solicitation
Get down to the sewers and find that device.
Mission Objective(s)
As you enter the sewers, you hear the sound of distant radio static.
- Defeat all villains in sewers
- Locate the broadcasting device
You defeated the Vahzilok and found the broadcasting device.
Enemies
You found the broadcasting device.
This device is almost identical to the broadcasting unit you found in a Clockwork den.
Debriefing
The two broadcasting devices, which you found in a Clockwork den and a Vahzilok lair, emit some kind of long range, high frequency signal. This type of signal would be ideal for carrying messages, but there is no evidence that the signal can power the Clockwork.
Puzzling, Character. This device you took from the Vahzilok looks just like the one you found in the Clockwork base.
These devices look identical. Strange that you should find one in a Clockwork base and the other in a Vahzilok den. I believe they are emitting the same signal, but I'm not sure how it could be guiding the Clockwork.
Collect more Clockwork parts
Briefing
Interesting. This device you found in the Vahzilok den is just like the one you discovered in the Clockwork hideout. Character, I don't think they were designed by the Clockwork King at all! I believe Vahzilok's been using these devices to communicate with his minions; the Clockwork probably just took it for scrap.
It looks like we're no nearer to figuring out how the Clockwork King powers his robots. Can you collect some more Clockwork parts for me? I'd like to see if I can recreate the robots in my lab.
Mission Acceptance
About 15 should do it, Character.
Unnecessary Solicitation
I need more Clockwork parts, Character. Get back on the streets.
Mission Objective(s)
- Collect sample parts
- Defeat 15 Clockwork
You have collected enough Clockwork parts.
You collected these undamaged Clockwork parts so that your contact can recreate the Clockwork under laboratory conditions.
Debriefing
Excellent work! I'll take these Clockwork parts to my lab and begin work on them. I'm sure I can figure out the Clockwork King's power source.
Destroy the Clockwork and recover the research data
Briefing
Help! They're in my lab! The Clockwork King's robots! Believe me or not, Character, they're the same defunct robots you collected for me earlier. I don't know how it happened, but they're somehow functioning again!
I've sealed them in, but they'll get out eventually. You've got to destroy the Clockwork and recover the research data from my computer. Hurry, before they destroy it! The location of my lab is marked on your map.
Mission Acceptance
That data is our only hope of defeating the Clockwork King!
Unnecessary Solicitation
Clear those Clockwork out of my lab!
Mission Objective(s)
You tread carefully through the mishmash of broken beakers and strange fluids.
- Defeat all Clockwork in lab
- Recover research data
You have cleared the lab and salvaged the computer data.
Enemies
Notable NPCs
- Smoothbore (Clockwork Cannon Prince)
This large body of data, compiled by your contact, indicates that no technological force could possibly power the Clockwork. In fact, the design of the robots seems to be quite haphazard, and no two are built from exactly the same parts.
Debriefing
Thank you so much for combating those Clockwork in my lab. You saved some vital discoveries.
Well, I think I've figured out how the Clockwork operate. I had my lab cameras trained on those defunct Clockwork all night, and I just reviewed the film. It seems that the Clockwork slowly rose to life and began to reassemble each other! At the same time, my lab equipment detected a noticeable energy spike. Character, the energy was psychic in nature!
As hard as it may be to believe, the Clockwork King must control his robots through psychic energy. Apparently, he's some sort of powerful telekinetic. That's how he makes his machines work, even though physics dictates they should be little more than wind-up toys.
Missions
Stop the Trolls from hitting the party (15-18)
Briefing
I just got word from one of my informants that the Trolls have decided to bust up an underground dance party in Skyway City. It gets worse, though. The promoter running the show is the sister of a high-ranking Outcast gangster. If she gets hurt, the Outcasts will use it as a pretext to expand their war with the Trolls. Someone's got to stop the Trolls from hitting that party. You only have 1 hour to stop the Troll attack.
Mission Acceptance
If the Outcasts have heard about this, there's a good chance you'll have to deal with them, too.
Unnecessary Solicitation
The way I hear it, that Troll attack is still on. I need you on hand to stop it.
Mission Objective(s)
Any music that was playing here stopped a while ago. Now all you hear are the sounds of fighting and panic.
- Rescue party goers from Trolls - 60 minutes timed
- 3 hostages to save
You have rescued the hostages, preventing the war between the Trolls and the Outcasts from escalating.
Enemies
Notable NPCs
- Ellie Ludinsky, music promoter (Non-Escort Hostage)
- Paramedic (Non-Escort Hostage)
- Partier (Non-Escort Hostage)
- Njorl (Trolls Caliban) (Optional Boss)
Temporary Power:
The Paramedic will give you a Med Kit after being rescued. This power will expire when the mission ends.
Self Heal
This Med Kit allows you to heal ¼ of your hit points. The Med Kit has 8 uses.
Debriefing
That was well handled. The tensions between rival gangs are bad enough; the last thing we need is for them to find an excuse to escalate their fighting. Oh, I got a call from that music promoter you rescued. She says if you ever consider a career in music, she'll be your biggest fan.
Go to Boomtown and make sure the Trolls know you won't stand for assaults on citizens (15-18)
Briefing
The neighborhood watch in Boomtown has been reporting a lot of Troll assaults lately. It seems that the Trolls' enhanced strength and endurance has given them a feeling of superiority, and they're eager to prove that it's justified. You need to get over to Boomtown and make sure the Trolls know we won't stand for assaults on our citizens.
Mission Acceptance
The Trolls like to hang out in Primer and the Fuze. Those are the neighborhoods I'd start with, if I were you.
Unnecessary Solicitation
The Trolls are still assaulting citizens in Boomtown. Get over there!
Mission Objective(s)
- Combat Trolls in Boomtown
- Defeat 15 Trolls
You have discouraged the Trolls from assaulting the citizens of Boomtown.
Enemies
Debriefing
Thanks, Character. The Trolls will think twice before throwing their weight around in Boomtown again.
Go to Skyway City and stop the Clockwork from causing traffic accidents (15-19)
Briefing
The Clockwork have been causing car crashes in Skyway City so they can make off with the wreckage. We can't let this continue! You've got to get to Skyway City and stop the Clockwork from causing these traffic accidents.
Mission Acceptance
Some of the worst accidents have taken place in Vista Plaza and the Gruff. I recommend starting in those neighborhoods.
Unnecessary Solicitation
You've got to stop the Clockwork from causing those car crashes!
Mission Objective(s)
- Combat Clockwork in Skyway City
- Defeat 15 Clockwork
You have discouraged the Clockwork from causing traffic accidents in Skyway City.
Enemies
Debriefing
Thanks for stopping the Clockwork from causing those car crashes. It's amazing to think that a few hunks of metal are worth more to the Clockwork King than a human life.
Hit the streets and show the Trolls you won't tolerate their thieving (15-19)
Briefing
I've been hearing a lot of reports about Troll robberies lately. As bad as the Troll are when they're hopped up on Superadine, they're even worse when they're in withdrawal! They'll knock over banks, newsstands, supermarkets; anything to get a quick fix! The worst thing is, these thefts usually end in violence. I need you to hit the streets and show the Trolls you won't tolerate their thieving.
Mission Acceptance
Skyway City and Boomtown have been hit the hardest. If I were you, I'd probably start in one of those zones.
Unnecessary Solicitation
I'm still hearing reports of Trolls ransacking local businesses. I need you to do something about that.
Mission Objective(s)
- Combat Troll menace
- Defeat 15 Trolls
You have discouraged the Trolls from stealing to pay for their Superadine.
Enemies
Debriefing
Thanks, Character. I'm sure Paragon City's businessmen can all breathe a sigh of relief.
Go to Skyway City and stop the Troll rampages (15-19)
Briefing
Have you heard of those Troll rampages in Skyway City? According to my reports, each Troll takes a heavy dose of Superadine, enough to make him nearly insane with fury. Then they hit the streets and destroy everything in sight. It's some sort of recreation for them! I need you to get to Skyway City and stop the Troll rampages. If you can't, that zone won't be safe for people or property.
Mission Acceptance
Hide Park and the Land of the Lost have been hit recently. You might look for Trolls there.
Unnecessary Solicitation
I just got a report of another drug-induced rampage. I thought you were going to do something about those Trolls!
Mission Objective(s)
- Combat Trolls in Skyway City
- Defeat 15 Trolls
You have discouraged the Trolls from their drug-induced rampages.
Enemies
Debriefing
The Trolls embrace all the effects of Superadine, both positive and negative. It's their willingness to subject themselves to the drug's ravages that makes them such an overwhelming force.
Recover the Clockwork power source (15-20)
Briefing
My best Clockwork source tells me that the Clockwork have developed a new, miniaturized power source. They're storing it at an abandoned warehouse. Will you recover that Clockwork power source for us? It could tell us a lot.
Mission Acceptance
Keep your eye out for a safe; my source thinks that's where they're keeping the power source.
Unnecessary Solicitation
We need to get a look at that new Clockwork power source.
Mission Objective(s)
This warehouse looks old and unused. Rusty bits of old machines are scattered on the floor.
- Defeat all robots in warehouse
- Locate the power source
You defeated the Clockwork and found the power source.
To your eye, this device could not possibly be a power source. It shows no signs of energy emission, and it has no moving parts.
Enemies
Notable NPCs
- BadaBoom (Clockwork Cannon Prince)
Debriefing
Why would the Clockwork be guarding this device if it couldn't possibly provide any power? As usual, their actions don't make any sense.
Get a sample of the Clockwork pistons (15-20)
Briefing
The Clockwork have been getting tougher recently. We think it might be the pistons they are using. Can you get us a sample of the Clockwork pistons?
Mission Acceptance
We believe that Tarang Chonk is running the facility I am sending you to.
Unnecessary Solicitation
You haven't given me any Clockwork gears yet.
Mission Objective(s)
The doorknob has been removed, no doubt as part of the Clockwork's regular scavenging.
- Get sample from the Clockwork
- Seek Clockwork parts
You found the Clockwork pistons.
Notes
- The sample item that is to be recovered can vary. Possible samples include bearings, gear shafts and pistons.
- The mission objective is fulfilled when the Box of Parts is destroyed.
- The box of parts will periodically spawn waves of Clockwork Gears to defend itself.
Enemies
Notable NPCs
- Tarang Chonk (Clockwork Cannon Prince)
- Box of parts (Object)
These parts are obviously being used to create advanced Clockwork constructs.
Debriefing
I'm not familiar with this metal, but I'll get it analyzed. Thanks a lot, Character.
You say the Clockwork seemed to recognize you? That's so strange. Perhaps they share some sort of hive memory? After all the Clockwork King's remarkable innovations, I guess that shouldn't surprise me.
Test Wave Scrambler against the Clockwork (15-20)
Briefing
We've tried slowing down the Clockwork with electromagnetic pulse weapons, but they did nothing. The boys at DATA want to try again, but now they want you to use a Wave Scrambler. It scrambles incoming signals of all wavelengths, and it may help us defeat this menace. Will you test the Wave Scrambler against the Clockwork?
Mission Acceptance
I'm sure the boys at DATA will be grateful. You should be able to find Clockwork in Skyway City fairly easily.
Unnecessary Solicitation
We need more data on that Wave Scrambler.
Temporary Power:
You will gain the Wave Scrambler temporary power upon accepting this mission. The power will be lost upon returning to the contact.
Cone Special Damage, Foe -Recharge
This device was built to interfere with Clockwork's energy signals within it's conical area of effect. The Wave Scrambler has 30 charges.
Mission Objective(s)
- Test Wave Scrambler
- Defeat 15 Clockwork
You have collected enough data on the Wave Scrambler.
Enemies
Debriefing
Wow, that Wave Scrambler worked well. Maybe we've really found a good weapon for dealing with the Clockwork.
Break up the Trolls' contest of strength (15-20)
Briefing
The Trolls are running a contest of strength to determine which of their members will be promoted to leadership roles. The problem is, these contests are brutal fights that usually end with the winner going on a Superadine fueled rampage. Can you break up the Trolls' contest of strength? If you can, you'll probably save some lives. You only have 75 minutes to stop the Trolls' contest.
Mission Acceptance
The Trolls probably have a cache of Superadine on hand for the winner. If you could destroy that, it would really ruin their contest.
Unnecessary Solicitation
I'd like you to take out the most powerful Trolls at that contest. That will mean fewer Troll bosses on the streets, and fewer violent assaults.
Mission Objective(s)
Deep-throated hoots and cheers echo through the cavern.
- Defeat Troll leaders, their crews - 1:15:00
- 4 drug caches to destroy
You stopped the Trolls' contest of strength.
Notes
- Clearing the last room is sufficient to complete the mission objective.
- The troll leaders are lieutenants and are not named.
Enemies
Debriefing
Without a contest of strength, the Trolls' won't be promoting any new leaders. That should keep them from expanding for a while.
