But he was clever. And mean. When the French cracked down on the pirates of the isles, Randall headed inland. On the northeastern shores of what would later become Paragon City, the pirate found a small village called Fossburg. Randall hid his ship and pretended to be a captain of the "Colonial Coastal Defences." His men were his crew, and the "Captain" said he’d been sent to erect a lighthouse along Fossburg’s dangerous shoals. The locals shrugged, put their backs into it, and created a lighthouse exactly where Randall told them to.

Exploration Badges
Randall's crew was captured and hanged on this spot. Randall himself escaped, along with most of his treasure, and was never seen again.
Council man John Chard announced from this location that his island would be the front lines of defense against the Rikti invasion.
Talos spent a good part of his childhood here.
The dread pirate Randall set up this lighthouse to lure ships to their demise.
These rigs stand derelict still, waiting for the area to be secured and the great War Walls to be repaired.
Although Nick has since set up shop at a new location on Talos Island, many former residents of Siren's Call still miss the atmosphere of the old stand.
This building was shaken to its foundations, but it is still standing... and so are you.
This refinery was already under investigation for its poor handling of explosive gases when the shockwave from the Sunburst incident created a chain reaction that leveled the entire complex.

You spend your free time battling villains in PvP Zones earning you the Predator Day Job. Logging out in a PvP zone will earn you a bonus to your Recharge rate, when you log back in, for a short time.
You spend your free time battling heroes in PvP zones earning you the Predator Day Job. Logging out in a PvP zone will earn you a bonus to your Recharge rate, when you log back in, for a short time.
The entire zone is a Predator day job location, except for the following specific locations.
You have spent a great deal of time working in the hospitals of Paragon City during your free time earning the Caregiver Day Job. Logging out in a Hospital will earn you a Regeneration Bonus, when you log back in, for a short time.
Your expertise in surgery and understanding pain has earned you the Pain Specialist Day Job. Logging out in a Hospital will earn you a Regeneration Bonus, when you log back in, for a short time.
You have aided Arachnos by piloting its fliers, helping Lord Recluse better mobilize his troops, earning you the Pilot Day Job. Logging out near a Black Helicopter will earn you a Speed Bonus, when you log back in, for a short time.
Arachnos is more likely to pound you into dust than let you near one of their fliers. And your license is no good in Paragon City, it seems.

Be careful if you engage them as a Hero.
The Tsoo usually stick to the Villain controled area, near the Villains base, though they can be found in most of the Fossburg neighborhood.
This is the only place in all of City of Heroes where a hero can fight Tsoo Blue Ink Men, necessary for a gladiator badge, though they can be found in safeguard and normal missions.
The Sky Raiders keep a minimal presence in this zone, in the form of Sky Skiffs. Lone or in pairs, the Sky Skiffs are usually in the Fossburg neighborhood, often fighting against Longbow chasers.
This is an excellent zone for a Villain player to hunt for the Legionnaire Badge (if you are good at PvP, that is), as great numbers of Boss class Warriors can be found here, just wandering around or harassing civilians. Warriors spawn in small groups, and Lieutenants and Bosses are often present. Warriors tend to stick to the hero-controlled zones, such as Buildville, Talos Park and parts of Fossburg.
PvP Zone Powers
The following temporary powers may affect your character while outdoors in the Siren's Call zone. Completing missions will either raise you and your allies' powers or lower the enemies' powers. Players inside door missions in the zone are not affected by these powers. Each of these powers has a 1% strength but can stack up to fifteen times.
+Damage (All Damage)
You have been impassioned by the work of your fellow adventurers. Your attacks now deal more damage.
+Resistance (All Damage)
You have been galvanized by the work of your fellow adventurers. You now have increased damage resistance.
-Damage (All Damage)
You have been enfeebled by the acts of your enemies. Your attacks now deal less damage.
-Resistance (All Damage)
You have been staggered by the acts of your enemies. You now suffer decreased damage resistance.
