Overview
Lt. Blechley is an Elite Boss working for the Council. He's the first Vampyr to set foot on Port Oakes in many years.
Villains can find him:
- on the Defeat the Council Vampyr mission from Angelo Vendetti, as an Elite Boss and an Enemy. (Levels 5-9)
Description
