Level 20-25
There's a strange man by the name of Darrin Wade outside of the hospital. He claims to be an ex-member of the Midnight Squad. Now he deals in arcane lore and selling relics on the black market.
He's got a vendetta against the Midnighters, so if you're interested in going after them, he's your guy.
All I've heard about this guy is that he talks a big game. As of yet, not one has been able to determine if his bite is worse than his bark.
You ever heard of Captain Petrovich? He's an old sea captain that's been around the Rogue Isles for ages. Nobody knows how, but he's got some secret connections that get him Technology and Science Enhancements.
He's a surly sort, but a solid old fella.
If you don't mind doing some work for the Family, I've got someone you should meet. His name is Lorenz Ansaldo, a troubleshooter for the Family in Sharkhead Isle. The Family supplies him with Natural and Technology Enhancements.
Lorenz is a bit of a character, but he can set you up with some good work.
Have you met Vince Dubrowski? He's working for the Cage Consortium, trying to keep their Sharkhead Isle mining operation in the black. That brings him into contact with the Scrapyarders quite a bit. His connections at Cage can get him Natural and Technology Enhancements.
When it comes to dedication, Vince takes the cake. Don't say a word against Cage Consortium where he can hear.
Level 25-30
Operative Kirkland keeps tabs on the various factions on Sharkhead Isle, and looks for freelancers willing to do service for Arachnos. Arachnos keeps him supplied with plenty of Natural and Technology enhancements.
Operative Kirkland is an efficient and loyal member of Arachnos. Do good work for him and he can assure you patronage from the Arachnos elite down the line.
Diviner Maros is a member of the Circle of Thorns, but even the others in the Cult seem to be scared of him. Rumor is that he can see the past and the future, but no one is sure if it's true or not. What is known is that he's looking for freelancers to complete some special work for him, and that even though others in the Circle aren't happy with that, no one's made a move to stop him. Probably because they're afraid of what he knows. Maros has an endless supply of Magic and Mutant enhancements.
Maros says a lot of strange things. Don't let him get into your head.

Rob Steel Canyon Bank
While looking for today's headlines, you see Contact has planted a secret message just for you. It says to stop by for a tip on a really big job.
Briefing
Ready to cause some mayhem in Paragon City? Go to Steel Canyon and hit one of the banks there. Once you hit Steel Canyon you'll have 15 minutes to rob the bank and escape.
Be careful! Valkyrie has been seen in the area. If you bring more than a few villains with you she might take notice!
This is a Mayhem Mission. You can earn extra time by destroying property and creating diversions away from the bank itself.
Each type of item rewards a single time bonus after you destroy a certain amount of that item. For each person on your team, you will need to destroy more of that particular item to get the time bonus.
Three random side missions can be found on this map. Keys (found by defeating certain enemies) are needed to unlock these side missions. Each completed side mission also rewards a time bonus.
Every character that is at least level 20 receives a special temporary power the first time they successfully complete this mission.
Mission Acceptance
Expect some resistance from Longbow. They've been monitoring the activities of villains in the Rogue Isles for quite some time.
