Overview
Operation: DESTINY, also referred to as Project: DESTINY or simply DESTINY, is the raison d'etre for every villain in the Rogue Isles.
Lord Recluse has found a way into a possible future where he had triumphed over Statesman, but couldn't find a way to make that future real. The Fortunatas used their powers of foresight to tell Recluse that he needed to do two things: First, he had to build a better time-portal, one keyed to a specific individual that could access a wider span of possible futures. Secondly, he had to find a villain destined to rise up from nothing and become one of the most powerful villains in the world.
This villain, known as The Destined One, is the player in City of Villains. All villain characters except Soldiers of Arachnos are broken out of the Zig because they are on the list created by the Fortunatas as possible Destined Ones. Soldiers of Arachnos manage to add themselves to the list as they progress through their story arcs. By the time each character completes their final Patron arc, it is revealed that they are THE Destined One.
