Roy Cooling is one of the top agents within the FBSA. He served for many years in the Marine Corps before being honorably discharged for valor in the field. He was recruited by the FBSA to help regulate super-powered affairs in Paragon City and to also do field work when need be.

Well hey there, fella. I don't believe I've seen you around these parts too much. Name is Roy Cooling. I heard from the higher ups you're recently registered with the help of good 'ol Steven Sheridan.
Doesen't exactly say here where you're from, which makes me mighty curious as to what your origins are.
