Turns on debug console (where printfs go)

When used, a second window is opened on start up that details some of the major tasks that the game undertakes. . Primarily used by GMs to help troubleshoot game issues.
Warning: When used as a slash command in game, /console has a tendency to crash the game client. Do not use as a slash command.
