The Statesman Star is obtained by completing the Terra Volta Respecification Trial for the second time and selecting the respec reward. You must be level 34 or higher to obtain this badge.
- Note: You do not need to complete the second trial (from Captain James Harlan) to obtain this badge; any trial at any level awards this badge on the character's second run.
