Overview
The Powers Division is the section of Emperor Cole's security forces that is comprised almost completely of super-powered people or entities.
Just because you have super powers doesn't mean you're better than anybody. It means you have a civic duty to serve.
In Praetoria, if you have super powers, want to carry a gun or other weapon, or are an expert in unarmed combat, you join the Powers Division. This means any Praetorian player character is automatically part of the Powers Division.
It's the law. The Powers Division has a 100% recruitment rate.
The Powers Division is a special division of the Praetorian Police Department: the PPD. Most of the PPD do the day-to-day maintenance of the peace, but the Powers Division is called in for missions that require special skills.
Praetor White is head of the Powers Division. While not actually a rank, Praetor White often refers to his Top Dogs, his best members in the Powers Division.

Aria

As dangerous as she is beautiful, Aria is the alluring siren of the Powers Division's Top Dogs. Her mastery over illusion has allowed her to defeat rivals without lifting a finger, and her musical laughter can quickly turn deadly if you cross her.

Blind Ranged (Targeted AoE), Moderate DMG(Psionic), Foe Hold/Sleep
Painfully Blinds a single targeted foe so severely that they are rendered helpless. Blind is so bright that additional foes may also be blinded, though they will not take any damage, and attacking them will free them from the effects. Damage: Moderate, Recharge: Moderate
Mental Blast Ranged, Moderate DMG(Psionic), Target -Recharge
This basic attack does moderate Psionic damage, and can slightly reduce a target's attack speed. Damage: Moderate, Recharge: Fast
Sonic Siphon Ranged, Foe -Res(All)
By setting up a constant vibration within the body of your foe, you weaken their Damage Resistance. Affected targets will take more damage from successful attacks. Recharge: Slow
Spectral Wounds Ranged, High DMG(Psionic), +Special
Spectral Wounds convinces the target that they have taken severe damage. The illusion is so convincing that the victim can fall from the Spectral Wounds. However, the damage is not real, and if the victim survives long enough, the illusion will fade and some of the wounds will heal. Damage: High(Illusionary), Recharge: Moderate
Group Invisibility PBAoE, Team Stealth, +DEF(All)
Makes you and all teammates around you Invisible. While Invisible, you and your teammates are almost impossible to detect. Even if discovered, Group Invisibility grants a bonus to your Defense to all attacks, although you will lose some of your defense bonus if you attack. Group Invisibility has no movement penalty. Recharge: Slow
Sonic Dispersion Toggle: PBAoE, Ally +Res(All Damage except Psionic, Hold, Immobilize, Disorient)
You create a large field of sonic waves, protecting all allies inside. The Sonic Dispersion gives all allies within increased Resistance against all damage except Psionic. The Sonic Bubble also protects allies from Immobilization, Disorient, and Hold effects. Recharge: Slow
Cleopatra
Main Article: Cleopatra
Cleopatra is a woman who has fought every moment to get where she is today. Despite having everything she could have when she was growing up, she wanted to live the fight of a fighter. She received nothing but the best training and has proven herself to not only be a high ranking member of the Loyalists, but also Praetor White's girlfriend.

Crippling Axe Kick Melee, Moderate DMG(Smash), Foe Immobilize, -SPD, -Fly
You can perform a Crippling Axe Kick that deals moderate smashing damage, but has a chance to Immobilize your target, as well as Slowing their run speed. Crippling Axe Kick may also knock some flying entities out of the sky. Damage: Moderate, Recharge: Moderate
Shuriken Ranged, Minor DMG(Lethal)
A classic small throwing weapon, you can throw Shurikens at a pretty fast fire rate. You must be level 44 and have Web Grenade or Caltrops before selecting this power. Damage: Minor, Recharge: Fast
Storm Kick Melee, Moderate DMG(Smash)
You can unleash a roundhouse kick that pummels your foe for moderate damage. Storm Kick has a greater then average change to score a critical hit. Damage: Moderate, Recharge: Medium
Thunder Kick Melee, Minor DMG(Smash), Minor Disorient
You can perform a strong Thunder Kick that hits so hard it can Disorient your target. Damage: Minor, Recharge: Fast
Fast Healing Auto: Self +Regeneration
You heal Hit Points at a faster rate than normal. This power is always on.
High Pain Tolerance Auto: Self +Res (All), +MaxHealth
You have a greater tolerance to pain than others. You are also slightly resistant to all types of damage. This power is always on and costs no Endurance.
Quick Recovery Auto: Self +Recovery
You recover Endurance at a faster rate than normal. This power is always on.
Reese
Main Article: Reese
Cocky and self-centered, Reese has good reason to throw his weight around Powers Division. Of all of Marauder's Top Dogs none have risen higher or faster than him. No other Powers Division member can match Reese's strength, skill, and cunning, a point he makes abundantly clear with the broken bodies of those who would dare challenge him.

Ball Lightning Ranged (Targeted AoE), Moderate DoT(Energy), Foe -End
Hurls a highly charged ball of lightning that explodes on contact. Ball Lightning deals good damage in an area of effect, and drains some Endurance from each target it hits. Damage: Moderate(DoT), Recharge: Slow
Charged Bolts Ranged, Moderate DMG(Energy), Foe -End
You can quickly hurl small bolts of electricity at foes, dealing some damage and draining some Endurance. Some of this Endurance may transfer back to you. Charged Bolts deals light damage but recharges quickly. Damage: Moderate, Recharge: Fast
Lightning Bolt Ranged, High DMG(Energy), Foe -End
You can send a large blast of electrical energy at a foe, dealing heavy damage and draining some Endurance. Some of this Endurance may transfer back to you. Lightning Bolt deals more damage than Charged Bolts, but recharges more slowly. Damage: High, Recharge: Moderate
Short Circuit PBAoE, Moderate DoT(Energy), Foe -End, -Recovery
Releases a burst of electrical energy around you, shocking all nearby foes. This highly accurate discharge deals Moderate damage over time, drains a lot of Endurance from the targets and renders them unable to recover Endurance for quite a while. Additionally, Short Circuit deals extra damage to most robots and mechanical foes. Short Circuit is very effective when used with your other Endurance draining powers. Damage: Moderate, Recharge: Slow
Siphon Power Ranged, Foe -DMG, Team +DMG
You can Siphon the Power from a targeted foe, reducing their damage potential. The power is transferred back to you, increasing your own damage potential and that of all nearby allies. Recharge: Slow
Siphon Speed Ranged, Foe -Speed, Self +Speed, +Recharge
You can Siphon the speed from a targeted foe, Slowing their movement and attack rate while boosting your own. Recharge: Long
Speed Boost Ranged, Ally +SPD, +Recharge, +Recovery, Res Slow
You can hasten a single targeted ally. The target's movement speed, attack rate, and Endurance recovery are all greatly increased and the target gains resistance to Slow effects. You cannot use this power on yourself. Recharge: Very Fast
Tesla Cage Ranged, Minor DMG(Energy), Foe Hold, -End
Tesla Cage confines the target in an electrical prison. The target is overwhelmed by the electrical charge and is left helpless and can be attacked. The target is drained of some Endurance and some of that Endurance may be transferred back to you. Damage: Minor, Recharge: Moderate
Transfusion Ranged, Foe -End, -Regen, Team Heal
Transfusion drains an enemy of some Endurance and reduces the target's Regeneration rate, and transfers that energy, in the form of Hit Points, to all allies near the affected foe. You can use Transfusion to heal yourself as well as your allies. Recharge: Moderate
Voltaic Sentinel Summon Sentinel: Ranged, Moderate DMG(Energy), Foe -End
You can manifest a polarized electricity field that hovers above the ground and hurls bolts of electricity at nearby foes. Any enemy that passes near this Sentinel risks serious injury. The Sentinel is not alive and cannot be targeted or attacked by enemies. The Sentinel can fly and will follow you. Damage: Moderate, Recharge: Very Long
Riptide
Main Article: Riptide
Riptide's frightening appearance is matched only by his brutality in combat. He can discharge lethal amounts of bio-electricity on anyone who gets too close, while clusters of retractable poisonous spines discourage anyone from staying within arms reach. Despite his monstrous countenance, Riptide is an honorable man outside of combat, but start a fight with him, and all semblance of civility is tabled until victory is had.

Barb Swipe Melee, Minor DMG(Lethal), DoT(Toxic), -SPD, -Recharge
Shred your opponent with several quick Swipes from your Spines. Barb Swipe deals minor damage over time. Spine poison deals additional Toxic damage and Slows affected foes. Damage: Minor(DoT), Recharge: Very Fast
Electric Fence Ranged, Moderate DoT(Energy), Foe Immobilize, -End
Surrounds and Immobilizes a single target in an Electric Fence. Deals some damage over time and slowly drains some Endurance. Useful for keeping villains at bay. Damage: Minor(DoT), Recharge: Fast
Lunge Melee, Moderate DMG(Lethal), DoT(Toxic) -SPD, -Recharge
You can lunge forward, stabbing and poisoning a foe with the large Spine on your arm. Lunge deals moderate damage. Spine poison deals additional Toxic damage and Slows affected foes. Damage: Moderate, Recharge: Fast
Spine Burst PBAoE Melee, Moderate DMG(Lethal), DoT(Toxic), -SPD, -Recharge
You can fling dozens of Spines in all directions. These Spines only travel a short distance, but they can deal moderate damage and poison any target close to you. Spine poison deals additional Toxic damage and Slows affected foes. Damage: Moderate, Recharge: Slow
Charged Armor Toggle: Self +Res(Smash, Lethal, Energy)
When you toggle on this power, you are surrounded in a charged field that makes you highly resistant to Smashing, Lethal and Energy damage. Recharge: Fast
Conductive Shield Toggle: Self +Res(Fire, Cold, Energy, Negative)
When you toggle on this power, you are surrounded in a Conductive Shield that will conduct many sorts of energy away from your body. Conductive Shield grants high resistant to Fire, Cold, and Energy damage, as well as good resistance to Negative Energy damage. Recharge: Fast
Lightning Field Toggle: PBAoE, Minor DoT(Energy), Foe -End
While active, you emit a storm of electricity that constantly damages all nearby foes. Damage: Minor(DoT), Recharge: Slow
Stern
Main Article: Stern
Stern has been replacing his body with cybernetics his entire life. Born a quadriplegic, Stern's only dream was to be a hero and to help others. He was given that chance when a mysterious benefactor offered to give him the body of a true hero. He has since gained recognition amongst the Powers Division and earned a place in the Top Dogs. His steady detachment from humanity, however, has given him a reputation as a ruthless and uncaring adversary.

Cremate Melee, High DMG(Smash/Fire)
A slow but devastating attack. Cremate clobbers your foes with a massive 2 handed fiery smash that leaves your foe set on fire. Damage: High, Recharge: Moderate
Fire Blast Ranged, Moderate DMG(Fire)
Sends a Blast of Fire at a targeted foe and sets the target on fire for a short period of time. Slower recharge rate than Flares, but more damage. Damage: Moderate, Recharge: Fast
Scorch Melee, Minor DMG(Fire)
This power engulfs your hands in flames, and can ignite the target of your Scorching attack. Once on fire, the target will suffer damage over time. Damage: Minor, Recharge: Fast
Against All Odds Toggle: Self +DMG, Foe -DMG
The harder pressed you are in combat the greater your offensive abilities become. Each enemy that stands toe-to-toe with you in combat will grant you a damage bonus. The first foe you engage in melee grants the highest damage bonus, and up to 10 foes can contribute to this effect. Each foe in melee range also suffers from reduced damage as your shield deflects a portion of their damage. Recharge: Slow
Deflection Toggle: Self +DEF(Melee), +Res(Lethal, Smashing)
Your mastery of the shield allows you to easily deflect melee attacks, and attacks that do get through your ironclad defenses tend to do less damage. While Deflection is active the user will gain defense to melee attacks and some minor resistance to lethal and smashing damage. Recharge: Fast
True Grit Auto: Self +Res (Cold, Energy, Fire, Negative Energy, Toxic), +MaxHealth
Your intense training has left you tougher than even the hardiest of heroes. You gain additional hit points and resistance to fire, cold, energy, negative energy and toxic damage sources. This power is always on and costs no Endurance.
Warrant
Main Article: Warrant
Determined and dependable, Warrant rose from the ranks of the PPD and into the Powers Division. His custom armor is not only symbolic of his dedication to Praetoria, but it also packs quite a bit more punch than the gear issued to the police.

You hurl a blast of charged energy that violently explodes on impact, damaging all foes near the target. Explosive Blast may knock targets backwards. Damage: Moderate, Recharge: Slow
Force Bolt Ranged, Minor DMG(Smash), Foe Knockback
Discharges a bolt of force that knocks down foes and deals some Smashing Damage. Damage: Minor, Recharge: Fast
Power Blast Ranged, Moderate DMG(Energy/Smash), Foe Knockback
A much more powerful, yet slower version of Power Bolt. Power Blast sends a focused beam of energy at a foe that can knock them back. Damage: Moderate, Recharge: Moderate
Power Bolt Ranged, Minor DMG(Energy/Smash), Foe Knockback
A quick attack that rapidly hurls small bolts of energy at foes, sometimes knocking them down. Fast, but little damage. Damage: Minor, Recharge: Fast
Personal Force Field Toggle: Self +Def, Res(All)
The Personal Force Field is almost impenetrable to all attacks, even Psionics and Enemy Teleportation, although attacks from more powerful foes may get through more easily. Personal Force Field will also reduce the damage of any attacks that do get through. The Personal Force Field works both ways; while it is active, you can only use powers that affect yourself. Cannot be used with Rest. Recharge: Slow
Zane
Main Article: Zane
Zane and Reese have had a rivalry since they both joined Powers Division. Constantly chasing Reese for the top spot, Zane has remained adamant that he can and will defeat Reese, a claim he has yet to prove. Despite this, Zane is tougher than any other Top Dog, and has earned the respect of Powers Division as a strong and honorable ally.

A much more powerful, yet slower version of Quick Strike. Body Blow is capable of stunning an opponent occasionally. Damage: Moderate, Recharge: Moderate
Power Blast Ranged, Moderate DMG(Energy/Smash), Foe Knockback
A much more powerful, yet slower version of Power Bolt. Power Blast sends a focused beam of energy at a foe that can knock them back. Damage: Moderate, Recharge: Moderate
Quick Strike Melee, Light DMG(Smash/Energy), Foe -DMG, 33%% KD
A quick attack that sometimes knock foes down. Fast, but low damage. Damage: Low, Recharge: Fast
Repulsing Torrent Ranged (Cone), Moderate DMG(Energy/Smash), Foe Knockback
Repulsing Torrent unleashes a cone of powerful energy that can smash foes and possibly send them flying. Damage: Moderate, Recharge: Slow
Dampening Field Auto: Self +Res (Smashing, Lethal)
Your body resonates a mild Dampening Field that absorbs kinetic energy from physical weapons. This auto power permanently reduces all incoming Smashing and Lethal damage. This power is always on and costs no Endurance.
Energy Protection Auto: Self +Res (Energy, Negative, Toxic)
Your ability to channel energy makes you naturally resistant to Energy, Negative Energy and Toxic damage. This power is always on and costs no Endurance.
Kinetic Shield Toggle: Self +DEF(Smashing, Lethal, Energy), Res(DeBuff DEF)
Kinetic Shield creates a harmonic Energy Aura that can deflect physical attacks. Your Defense to Smashing and Lethal attacks is increased as weapons and powers like bullets, blades and punches tend to deflect off the shield. Kinetic Shield also grants you good resistance to Defense Debuffs. The Energy based nature of Kinetic Shield also offers some minimal Defense to Energy attacks. Recharge: Fast
Power Shield Toggle: Self +DEF(Fire, Cold, Energy, Negative), Res(DeBuff DEF)
This Power Shield creates a Electro-Magnetic shield around you that can deflect non-physical attacks. Your Defense to Fire, Cold, Energy and Negative Energy attacks is increased as these attacks are reflected or refracted off the shield. Power Shield also grants you good resistance to Defense Debuffs. Recharge: Fast
