Overview
The Spectral Pirates are an enemy group in City of Heroes and City of Villains.

Night Haunt
Over the years, pirates and other sailors came to the isle and were slain by the ghosts of Port Oakes. Their souls are added to this ghastly crew, which continues to grow to this very day. Beware the Night Haunt's touch, for their spectral sabers can cut flesh as well as any physical blade.

These ghosts look vaguely like ethereal French soldiers in their dress, but most of this is obscured by their transparent nature. Their faces are wide-eyed, while their mouths cycle constantly through a litany of screams and curses. Their hands and arms are pale red, stained with the life force of the hundreds they have slain.

Rapier Parry Melee, Minor Damage, Lethal, Self +Defense
You can use this power to Parry incoming melee attacks. The Parry itself does minor damage, but every successful hit will increase your Defense against melee attacks for a short while
Whirling Sword Melee, Point Blank Area of Effect, Lethal, Damage over Time, Lethal, Foe -Defense
You perform a Whirling Sword maneuver, attacking all foes in melee range. This attack wounds your opponents, causing them to take minor damage over time and reduces their defense. Damage: Moderate, Recharge: Slow.
