The Top Dog Badge is located in the Atlas Plaza neighborhood of Atlas Park. It is at the apex of the globe that the Atlas statue just in front of City Hall is holding. This badge is inaccessible to heroes who cannot fly, superjump, or teleport, or arrange to have another hero transport them to the badge marker. However, with the retail Good Versus Evil Edition boxed set, the boosted range made available by the jump pack allows even low-level characters the ability to reach both Top Dog and the Freedom Badge (awarded next to the flagpole on top of the town hall).
