The Shepherds is a villain group found in the Praetorian zone, First Ward, from level 20 to 29.

Cult Worshipper
Often driven to the Shepherds to enact vigilante justice upon the slavers and derelicts of First Ward, these formerly harmless citizens are now fanatically loyal cult members.
Powers
Hack Melee, Moderate DMG(Lethal), Foe -Defense
You perform a standard attack with your katana. This attack is slower than Gambler's Cut, but deals more damage. Sting of the Wasp can reduce a target's Defense, making them easier to hit.
Slice Melee (Cone), Moderate DMG(Lethal), Foe -Defense
You swing your katana in a wide arc in front of you, slicing multiple foes. This attack can reduce a target's Defense, making them easier to hit.
Hand Crossbow Ranged, Moderate DMG(Negative/Lethal)
Small rapid fire Handheld Crossbow.

Soothsayers are charismatic leaders of the Shepherds. Their unwavering belief in the group's purpose as guardians of First Ward spurs their followers to great success in the face of adversity.

The loss of a good leader can enrage the Shepherds. If a Soothsayer falls in battle, he can grant his teammates a bonus to their defense, their to hit, and their damage with his last breath.

You perform a quick Slash that can reduce a target's Defense, making him easier to hit. This attack causes moderate damage, but has a quick recharge time. Damage: Moderate, Recharge: Fast
Whirling Sword PBAoE Melee, Moderate DMG(Lethal), Foe -Def
You perform a Whirling Sword maneuver, attacking all foes in melee range. This attack wounds your opponents, causing them to take minor damage over time and reduces their defense. Damage: Moderate, Recharge: Slow
Tar Patch Ranged (Location AoE), Target -Speed, -Res, -Fly
Drops a large patch of viscous Negative Energy which dramatically slows down enemies that run through it and reduces their damage resistance. Affected targets stuck in the Tar Patch cannot jump or fly. Recharge: Slow
Tenebrous Tentacles Ranged (Cone), Moderate DMG(Negative/Smash), Foe Immobilize, -To Hit
You can create a cone shaped rift to the Netherworld that allows its native creatures to slip their oily Tentacles into our reality. These creatures will snare all foes within range, Immobilizing them while the Tentacles drain their life and reduce their chance to hit. Damage: Moderate(DoT)Recharge: Slow
World of Pain PBAoE Team +To Hit, +DMG, +RES(All DMG, Placate)
When this power is activated the user and all nearby team members will gain a moderate damage, resistance, and To Hit bonus. Additionally those affected by this power will also be protected from Placate effects.
