Steam probably refers to Valve's Steam client.
Recently, NCsoft added Steam as a way to purchase/distribute their games.
Steam allows users to link existing installations of games to the Steam client. However, migrating existing installs of CoH to Steam can be a bit tricky, and there are no known guides for doing so at this time.
