Rear Admiral Theodore H. Sutter has served his country with distinction for the last 38 years. Though it has been a decade since he commanded a surface vessel, Admiral Sutter has always preferred to 'lead from the front.' The coming Praetorian Invasion has given Sutter an excuse to once again move into a command position directly on the front lines and has assembled a fleet of warships to protect Paragon City's harbors.
