This power is rewarded as a Treat during the Halloween Trick or Treat event.
Events
Game codes for this costume power were given out at the NCsoft booth at PAX 2008 from August 29-31, 2008. One code permanently unlocks this power on all characters (Heroes and Villains, current and future) for one account. It was also available for sale at later meet and greet events.
Contests
City of Heroes community developers Avatea, Niviene, and theOcho held contests on the "Forum Games" section of the City of Heroes forums every Monday, Wednesday, and Friday, from January 11, 2010, to July 30, 2010. The winners of these contests were given a choice of one of six costume codes, including the PPD Hardsuit costume.
Paragon Market
This power was originally available for sale on the Paragon Market for 800 Paragon Points, but was discontinued shortly after its release.
It was re-released from October 25, 2011, to December 6, 2011, at a price of 480pp.
