Angry Citizens are encountered throughout Praetoria, often as Protesters or Resistance Sympathisers.

This Praetorian Citizen is angry. The Resistance has managed to twist their sense of right and wrong and now they are vehemently opposed to Emperor Cole and Praetorian Law.
Lieutenants
Protester
This Praetorian citizen is not only angry, but their preaching has driven others into anger against Cole and the government. They've even brought improvised weapons with the pretense of taking the fight to Cole. Who do these people think they're fooling?

The explosion from the Fire Bomb affects all within the blast and sets them on fire.
Rock Ranged, Smash
Prisoners can pick up small rocks and throw them at their foes. Not much damage.
Brawl Melee, Smash
When all else fails, use your own 2 fists.
Resistance Sympathiser
This citizen is using their job inside the City Maintenance Facility to reprogram Clockwork for the Resistance. (Encountered in Check out the CMF from Deputy Assistant of Information)
