Mender Valen is a Task Contact found in Ouroboros at coordinates (315, 672, -623.5). She can only be talked to during a Flashback of Laura Lockhart's story arc Collateral Damage, after collecting the clue from the crate in the first mission. This interaction is required for the Guardian of Forever badge.
