Reduce Council numbers in Port Noble
Briefing
Despite all that has happened, the Council still maintains a foothold in Port Noble. Their patrols roam the streets and they try to oppose the other gangs in town. I order you to cull their numbers to draw attention away from our other operations in the area. (This is a repeatable mission.)
