Smuggler / Gunrunner is a day job badge for 100 hours logged out near the Rogue Isles Ferry.
You spend your free time smuggling in illicit black market goods earning you the Smuggler Day Job. Logging out near a ferry will earn you a random enhancement, upon each mission completion, for a short time.
You've scored the biggest coup of all; smuggling directly into Paragon City. Unfortunately, it's a long round-trip.

Your time working as a smuggler has given you a keen eye for quality goods. Upon completion of a mission, while this effect has time remaining, you will be awarded an enhancement
Before a character earns this badge:
For every 2 hours logged out, a character gains 1 minute duration, up to a maximum of 2 hours duration.
After a character earns this badge:
For every 0.004 hours logged out, a character gains 1 minute duration, up to a maximum of 2 hours duration.
Bug! A character who already has the badge will gain the maximum 2 hours duration after just a few minutes of time logged out.
