The Phantom is a special enemy concept which never developed fully. This enemy type has found its way into the game occasionally as a bug showing up in Newspaper missions. They use Sonic Attack powers and can drop magic salvage.
Description
The Soul Storm has drawn in the most vile spirits of the nether realms to haunt this island.
