Overview
Angels are the servants of a power higher than the Well of the Furies.[1] They appear to act as observers to the actions of the Talons of Vengeance.
Though unwilling to take direct action, they seem able to lend support to Incarnates working with Prometheus.

Angels of Mercy
Angels of Mercy are NPCs that appear on rooftops in the Arcane Quarter, Lamplight Junction, City of Souls and The Digs neighborhoods of Night Ward.
