The signature villains and their lackeys from the Patron arcs count towards this badge, so villains can currently earn it. It appears that only the instances of the villains from the Patron arcs are counting; lower level encounters with these villains do not count.  It is suspected this is a bug, and may be removed at a future date, but for now, villains can earn this badge.  
 
This badge unlocks the [[Agent Hassell]] contact, an [[Unlockable Contacts|Unlockable Contact]] who gives out [[Safeguard Mission]]s on request for Heroes from levels 10-50.
