Level 40-44
There's a professional exterminator called Terrence Dobbs who deals with the Arachnoid problem in Grandville. He's looking for some help with his work.
Dobbs is a bit rough around the edges, but he's good at his job.
There is this woman—if you can call her that—known as Regent Korol. She is a Tarantula Queen, one of the transformed Fortunatas. She has need of some people to do her bidding.
Regent Korol doesn't think the way most people do. That's not surprising, considering what she has become.
Westin Phipps is the proprietor of Haven House, a place in Grandville that helps the helpless and downtrodden. Only, that's not really his job. Phipps is an agent of Arachnos, and his job is to find out what's giving hope to the hopeless and oppressed, and then have that source of hope destroyed. He may be the cruelest man I have ever met, but he always has things that need to get done.
As long as you want to keep normal people hopeless and ground down beneath the heel of Arachnos, Phipps is the guy to do it.

Missions
Rob Founders Falls bank
While looking for today's headlines, you see Contact has planted a secret message just for you. It says to stop by for a tip on a really big job.
Briefing
Ready to cause some mayhem in Paragon City? Go to Founders Falls and hit one of the banks there. Once you hit Founder's Falls you'll have 15 minutes to rob the bank and escape.
Be careful! The Vindicators and WISDOM have been seen in the area, if you bring more than a few villains with you they might take notice!
This is a Mayhem Mission. You can earn extra time by destroying property and creating diversions away from the bank itself.
Each type of item rewards a single time bonus after you destroy a certain amount of that item. For each person on your team, you will need to destroy more of that particular item to get the time bonus.
Five side missions can be found on this map. Keys (found by defeating certain enemies) are needed to unlock these side missions. Each completed side mission also rewards a time bonus.
Every character that is at least level 40 receives a special temporary power the first time they successfully complete this mission.
Mission Acceptance
Expect some resistance from Longbow. They've been monitoring the activities of villains in the Rogue Isles for quite some time.
Unnecessary Solicitation
Go cause some mayhem!
Mission Objective(s)
You take a sub to Independence port and then travel the sewer system to Founders Falls. Rob the bank and cause some destruction.
