Overview
Angels are the servants of a power higher than the Well of the Furies.[1] They appear opposed to the actions of the Talons of Vengeance and Emperor Cole in Praetoria, and the rise of Mot in Dark Astoria.
Though unwillingly to take direct action, they seem able to lend support to Incarnates working with Prometheus.

Angels of Mercy
Angels of Mercy are NPCs that appear on rooftops in the Arcane Quarter, Lamplight Junction, City of Souls and The Digs neighborhoods of Night Ward. They do not engage in combat or allow any interaction with players, and will disappear shortly after they're approached. They will occasionally speak a line of dialogue.
