Cybernetics Expert

Collin Larson is one of those people who seems to be always near greatness but never in the spotlight. A talented, driven engineer, Collin was one of the workhorses of the cybernetics revolution. He helped develop the first fully robotic artificial limbs and was a key member of the team that perfected nerve machine integration. Yet, for all his hard work, Collin remains an unsung hero of the scientific community. This may be due to his habit of getting his hands dirty with matters not scientific in nature. For several years now, Collin has been fascinated by the city's heroes, and he spends almost all his free time working with them to catch criminals, especially cybernetic thieves like the Freakshow. When he's honest with himself, Collin has to admit that he is beginning to find this work much more rewarding than his research.

The Freaklympics

It started when your contact told you about a series of Freakshow office invasions. While fighting the Freakshow, you found out that these invasions were part of a competition.

It wasn't long before the next event started, with a wave of Freakshow thefts across town. You did your part to stop the thefts, and found a flyer for the Freaklympics.

The next Freaklympic event involved the kidnapping of city councilmen. Fortunately, you were able to rescue all the officials before any harm was done to them.

You got a break in your investigation when you learned that the Kerner, the Freak who arranged the Freaklympic event schedule, was going to be on a scavenger raid in a Council base. You fought through both the Freaks and the Council to capture him. Your efforts were rewarded, for the Kerner had a copy of the full event schedule.

You were able to stop the next event in its tracks and prevent the Freakshow's Upstart Faction from steealing technology from the local lab. You also learned that some of the Freaks hoped to break their leader, Upstart, out of prison.

Before you could investigate the Upstart Faction's plan, you had to stop another group of Freaks from destroying a shipment of school computers with firebombs.

You then found out that the Upstart Faction was planning to plant explosives and sonic destabilizers under Brickstown to blow the Brick House open and free Upstart. When you arrived to stop them, you found the faction fighting another group of Freaks who had orders to stop the prison break

With Brickstown saved, you went to the final event of the Freaklympics, the award ceremony. There you captured Mistah Static, one of Dreck's right hand men. From him you learned that Dreck's word had sent Upstart to jail in the first place, though Mistah Static was unable to give a reason for Dreck's betrayal.

There are still some unanswered questions in your mind, but at least you know that you put an end to the Freaklympics and the Freakshow's wave of crime.

Briefing

Freakshow have been rampaging from business office to business office non-stop today! They're terrorizing everyone inside. Here's the strange part: The Freaks are organized into half a dozen raiding parties. When the Freaks show this much organization, I get worried. Can you help stop the office rampages?

You did a great job stopping those Freaks. Here's something you might want to know: I've talked to several other heroes who've fought the Freakshow recently, and some of them have also discovered score sheets like the one you found, listing Freaks' recent attacks. I think this might be part of some competition among the Freakshow factions.

From what I hear, the next event in this destructive Freakshow competition has begun. The Freakshow are on a rampage through the city, stealing anything alcoholic they can get their hands on. I've already sent some other heroes to stop a few of these raids, but we're going to need all the people we can to shut this down. Can you help stop the Freakshow thefts?

It looks like the Freak's actions are a lot more coordinated than ever before. This is definitely something big. I'm sending you to a neighborhood where several Freakshow teams have converged. I need you to locate each team leader and take them out. I'll call for an emergency force field to isolate the area.

The flyer cautions competitions not to let anyone else know about the Freaklympics, especially heroes.

The Freaklympics? I don't believe this. This is totally insane! They'll tear this city apart with this little competition of theirs, and they won't care a bit. This whole thing has to be stopped.

I just got word that several city councilmen have been kidnapped by the Freakshow. And get this: the original kidnappers were just attacked by another group of Freaks! This is so chaotic, it could only be another Freaklympics event. Can I count on you to rescue the city councilmen from the Freakshow?

Those freaks may be fighting each other, but I suspect they'll drop everything to attack you.

I've heard from the police; They have all those city councilmen in protective custody. The police tell me that the various Freakshow factions are looking at the Freaklympics as their big chance to win Dreck's favor. So they're going all out to win, no matter who gets hurt in the process. I have a feeling that this is far from over.

Catch the Kerner

Briefing

We've had a lucky break in the Freaklympics. Seems like one of the Freaks you brought in cracked under police questioning and told us about the next event. You won't believe this, but it's a scavenger hunt for Council gear. It's supposed to take place in Council bases! But it gets better. The Freak responsible for scheduling events, a juicer called the Kerner, is going to be on one of those raids. If you can catch the Kerner, it may give us a shot at stopping the next events before they start. Can you do it?

Between the Freakshow and the Council, this could get nasty. Just remember that you're after the Kerner first and foremost.

One of the Upstart Faction Freaks you defeated said:

'You heroes don't know nothing! Nobody knows nothing! We're gonna win this, and we're gonna be Dreck's new favorites. No one'll be able to stop us once Upstart's on the streets again.'


Debriefing

It sounds like all of the Freaks at that lab were members of the Upstart Faction, a group of Freakshow dedicated to total anarchy and the end of all government. Their leader, a young Freak named Upstart, was like a living messiah to them. But he was captured several months ago. If they are planning on breaking him out of the Brick House, that could take these Freaklympics from bad to madness. I'll see if I can turn anything up.

Save the warehouse before the Freakshow torch it

Briefing

We have another Freaklympic event about to go down, and this one is big. Apparently, Dreck's set a number of targets for arson, including a warehouse holding all of the new computers for Paragon City's elementary schools. That's low, even for them. With all the money budgeted for post-war reconstruction, I doubt the city can afford more computers for those kids. Can you save the warehouse before the Freakshow torch it?

Also, I've been looking into the plans of the Freakshow's Upstart Faction. I haven't learned anything concrete yet, but I'll keep digging.

I've been looking into the activities of that Freakshow faction commanded by Upstart, and I think I know what they're planning. They found a section of sewers that pass directly under the Brick House, the big prison in Brickstown, and they're planning to pack it full of explosives. If they set off that charge, it'll collapse about half of the Brick House and take out a major chunk of Brickstown itself. And then they figure they can grab Upstart in the middle of the chaos. You've got to stop that bombing.

You can access the sewers through an entrance in Skyway City. That way you can surprise the Freaks.

That's about it for the Freaklympics. You sure gave them a closing ceremony that won't forget anytime soon. I just hope that they don't try something like this again for another four years.

Mistah Static's testimony is something. If it's true, then Dreck is responsible for Upstart's jailing. I sure wish I knew what Upstart found out to make his leader betray him like that.

Keep the Freakshow from disrupting the satellite communication conference

Briefing

The Freakshow have been mouthing off about disrupting the satellite communication conference that's happening today. Their leader, a Tank Freak called @br4mz, claims it's all about fighting globalization, but it looks to me like the Freaks are more worried about new security measures that would keep them from pirating satellite TV. And they'll kill to keep getting free television. Could you go to the offices where it is being held and make sure that the Freakshow don't do just that? The Freakshow will move soon, you won't have a lot of time to stop them. Maybe two hours at the most.

You'll have to do two things to prevent a tragedy here, Hero. First, you'll need to rescue any hostages the Freakshow have taken. Second, you'll have to defeat Sputnik to make sure he doesn't try this again.

They've put a hit on you, and a bounty for any family member who takes you down. I think you might want to be a bit pro-active and take the fight to them on the streets of Independence Port.

Briefing

Despite their chaotic tendencies, the Freakshow make very efficient use of technology. I've had one of my sources lloking for Freakshow hacking operations, to try and disrupt their computer infiltration and data raiding. We just found one of their netwrok nodes, and the Freakshow are coordinating a huge strike through it. If you're up for a challenge, I could give the location so you can take the Freakshow offline. If you take this one, it could be tricky. The Freakshow will react quickly to change their plans, so you'll have about 90 minutes at the outside to finish things up.

I am providing you a disc containing a program to disrupt their network, and shut down their current activity. Shutting them down is your only priority here, so don't get too caught up fighting them if you can.

When Oswald Price built the first electrical power plant in Paragon City, he placed it on a verdant, underdeveloped island in the middle of the city's port. Drawing on his classical education, he named the island 'Terra Volta'. Oswald's island soon blossomed with industry, as manufacturing companies sought the proximity of the port and power plant. The plant eventually gave way to a modern nuclear facility, but Terra Volta remains the city's primary power source. Unfortunately, it has not remained industrious. Many companies abandoned their factories during the Rikti War, fearing an attack on the plant. As a result, several villain groups now make their home on the island. The nuclear power plant remains under the city's control, but no one knows how long it will stay that way.

A warehouse owner named Karl Speilman has reported some trouble with the Family. They want him to pay protection money to them and have warned him that bad things are going to happen today if he doesn't pay up. Get over to Speilman's warehouse and defeat any of the Family you find there. You have about an hour at most to stop the Family.

No time to waste, hero, they could be busting the place up already. You'll need to defeat all of the Family's goons in Speilman's warehouse to show them that the city won't tolerate hoods like them abusing upright citizens.

Defeat Freakshow in Terra Volta

Briefing

A lot of the city's power comes from the Reactor facility in Terra Volta. If the reactor were to go down, it would cause chaos in every zone of Paragon City. The Freakshow are all too aware of this, and would like nothin better than to see Terra Volta taken offline. I need a hero who can go to Terra Volta and keep the Freakshow from causing more damage there.

The Freakshow have been seen all over the zone, often blockading roads or fighting with other villains. If you're having trouble finding them, you could check the Walker Energy complex or the Savage Waste Disposal facility.

Briefing

Investigations by some contacts of mine have located one of the main storage warehouses for the Family's smuggling operation in Independence Port. Now all I need is a hero willing to go to that warehouse and recover anything there. Hopefully, there might be something there that could link them to one of the European syndicates.

The Small bussiness association in Independence Port are reporting an increase in activity by the Family in the zone. They're pushing people around and acting like they're the real power in the area. People are hoping that a hero will be willing to show those thugs who the real power in the city is.

Defeating about 30 Family members or so should be enough to demonstrate that they're not untouchable. I've heard that they've recently stepped up operations around Power Island, but you should be able to make an impression on them anywhere in the zone you can find them.

I have something that requires your attention. Sometime soon, the Family is going to do an arson job on a local business. It belongs to someone in their organization, who wants the insurance money. In addition to the property damage, the Family is arranging for several people to be in the building when the fire starts, so that it will seem more like an accident. Go to the office, prevent the fire from starting, and rescue the people that are being held by the Familyfamily. The fire bombs they use have to be disarmed simultaneously, so bring along a couple of teammates. You only have 90 minutes to stop the attack.

This is something that might concern you, Hero. A contact I have in the Freakshow tells me that Dreck, the leader of the Freakshow, has ordered his men to hunt you down. I think it might be a good idea if you returned the favor and hunted the Freakshow right back.

The Freakshow aren't to be underestimated, they're tenacious and crazy. But if you can cause enough damage to them, even Dreck will realize that they don't need to antagonize you anymore. If you're having trouble finding Freaks, a lot of them can be found in Independence Port, Talos Island and Terra Volta.

Go to the abandoned warehouse on your map, defeat all villains you find there, and rescue Tony Bass. You'll need to move on this one, you'll probably only have 90 minutes to wrap this up.

There's a good chance that they're planning to hire the Freakshow as extra muscle in their battle against the Warriors and the Tsoo. That would be a bad thing. It would be a good idea for you to make sure no deal gets made. You'll need to move fast on this one, Character. This meeting won't take more than an hour and a half.

My sources tell me that the Freakshow chose the venue, which might explain why they're meeting in the sewers. Your main goal is simple. Take down everyone there. If we're lucky, they may even end up blaming each other.
