City of Heroes: Freedom is the name for the new payment methods that the game will be operating under. Due to be launched with Issue 21, it will alllow anyone to play the game for free, with certain limitations. Subscribers will become VIP Players, and all players will have the opportunity to buy items in the Paragon Market.
