Dampening Field (Temp)

Dampening Fields are a non-physical AoE that prevents teleporting by any means (Teleport, Shadow Step, Recall Friend, Teleport Foe, etc.). They can be found in Council prison areas, Circle of Thorns prison areas, and in Pocket D.
