Doc Quantum

Doc Quantum is a hero turned rogue who involves super powered beings in his "morality experiments." Because of this, he is the cause of, and appears in, many tip missions.

Vigilantes occasionally find him in Part Two: Dirty Money from Shauna Braun, as an enemy and a Boss. He is one of several randomly chosen heroes who can show up during the mission.

Description

Doctor Quantum has used his scientific genius to develop a means of wielding quantum energies to defeat super-powered menaces.
