Doc Quantum

Doc Quantum is a hero turned rogue who involves super powered beings in his "morality experiments." Because of this, he is the cause of, and appears in, many tip missions.

In Part Two: Dirty Money from Shauna Braun, as a Boss and an Enemy (levels 25-29). He is one of several randomly chosen heroes who can show up during the mission.
