There's a technology expert named Fareed Abdullah you should talk to. He's a very interesting guy and knows a great deal about the Clockwork and the Lost. Fareed deals with folks out of Steel Canyon these days.

Fareed is very kind and courteous.

There's a great young historian you should talk to named Wyatt Anderson. He's an expert on the history of all things super-powered, and he can be a big help to new heroes like you. He's especially interested in taking down the Clockwork and the Trolls. Wyatt's research has him in Steel Canyon these days.

Wyatt has a wealth of information.

There's a Hmong businessman named Kong Bao who's a real leader in his community. You should talk to him. I'm sure you'd find him quite helpful, especially when it comes to the Tsoo and the Circle of Thorns. Mr. Kong has strong ties to Skyway City.

You will be helping a great man, Character.

You should meet Tom Bowden. He's an NSA agent recently assigned to Paragon City. His first assignment is trying to crack the Clockwork puzzle, but he also has a chip on his shoulder for the Lost. Tom's government connections have him in Steel Canyon these days.

Tom is very focused, and knows what he is doing.

Have you ever met Vitaly Cherenko, the mystic healer? He's a walking hospital, only he uses magic instead of bandages. You should talk to him and see if you can help each other defeat the Tsoo and the Circle of Thorns. Vitaly can usually be found in Skyway City.

Many people don't understand the work Vitaly is doing, but that doesn't mean it's not important.

Did you ever see that weekly paper, the Asian Paragon? Well, its publisher, Olivia Chung, is a great woman. She knows all about what's going on in the immigrant community and has helped more than one hero sort out a jam involving the Vahzilok or the Outcasts. Olivia has her offices in Steel Canyon.

You won't meet many people as good-hearted as Olivia.

I know a courier named Guy Denson who would like to meet you. He runs all over town delivering important packages, and he's helped lots of heroes with the Clockwork and the Lost. Guy's routes have him in Steel Canyon now.

Guy will steer you to the heart of trouble.

Dr. Ann-Marie Engles is a real expert in the field of cybernetics. She is fascinated with the technical aspect of the Vahzilok and the social impact of the Outcasts. Dr. Engles has set up shop in Skyway City.

You'll learn a lot from Dr. Engles; she's always happy to lend heroes a hand.

Mark Freeman is a mutant with the ability to communicate with machines. He has been focusing his attention on the Clockwork activity lately, altough he's also interested in the mysterious Lost. Mark makes his home in Skyway City.

Mark can be a little brusque, but he has a connection that no one else can possibly match.

Agent Pavel Garnier from the FBI asked me to send you to him. He thinks you could help him with some of his cases involving the Vahzilok and the Outcasts. Pavel is currently looking into something in Skyway City.

A positive connection with the FBI is a very good thing to have.

Maggie Greene is a class act and a good reporter. She'll do good by you. Her investigations have led her to focus on the Clockwork and the Trolls. Maggie files her reports in Skyway City.

Maggie has better instincts than almost anyone I know. Listen to her and you will have plenty of action.

You'd never guess it to look at her, but the sculptor Virginia Hoffman really knows a lot about what's going on in this town, especially with the Tsoo and the Circle of Thorns. You should talk to her. Ms. Hoffman lives in Steel Canyon these days.

Virginia is very eccentric, but she has a good heart and is really interested in doing the right thing.

Have you ever heard of Master Thao Ku? He's an amazing martial arts teacher, as well as aan truly enlightened person. You should meet with him sometime and discuss the Tsoo or the Circle of Thorns. Master Thao has his dojo in Skyway City.

Well done, Character. Master Thao will steer you straight.

Did you ever hear of the Red Tiger? He retired right after the war, and now he's just Jake Montoya. He may not wear a costume anymore, but he can sure help those who do, especially with information on the Clockwork and the Trolls. Jake has retired to Skyway City.

Jake has his eye out for new blood to take up the mantle of heroism.

Have you ever read Juliana Nehring's column? She's an Internet reporter who specializes in super-powered villains. She's always looking for new sources to help her investigate the latest Vahzilok and Outcast activities. Juliana files her stories in Skyway City.

Juliana is tough as nails and is willing to do whatever it takes to get a story.

Do you have any contacts with Hero Corps yet? Even if you do, you should really talk to Colleen Saramago. I think she'd be happy to give you some assignments dealing with the Clockwork and the Trolls. Hero Corps has stationed Colleen in Steel Canyon.

Hero Corps has a very good information network.

Level 20-24

I'd like you to meet Oswald Cuthbert. He's a probation officer and thus has a lot of contact with the sordid side of Paragon City. He often uses heroes like you to help him out with the Sky Raiders and the Council. Oswald can get you Training Enhancements.

Good choice, Character, and good hunting

Wil Eziquerra is an excellent reporter who specialized in stories on the Sky Raiders and the Council. His sources usually keep him stocked up with Training Enhancements.

Wil is going to be a great resource for you, Character.

I've been asked to introduce you to Lt. Gosford from the Paragon City Police Department. He runs a special unit that is focused on bringing down the Sky Raiders and the Council. Gosford's connections within the department give him access to Training Enhancements.

Gosford is used to working with heroes. You will get along fine.

My friend Justin Greene has asked to see you. He's a coordinator for his local community watch group. He used to be a hero, so he knows how to help you clean up groups like the Sky Raiders and the Council. Justin has access to Training Enhancements.

I think Justin will like you a great deal, Character.

Detective Rondel Jackson is a great guy to talk to if you want the police perspective on groups like the Sky Raiders and the Council. He's also the one to talk to if you need Training Enhancements.

Detective Jackson is a hardworking straight-shooter. He won't steer you wrong.

I think you should talk to John Strobel from the Citizen Defense Coalition. It's a group of ex-military and law enforcement officers that helps heroes like you from time to time. Right now their attention is focused on the Sky Raiders and the Council. John has a few sources that can get him Training Enhancements.

John is very patriotic and somewhat idealistic, but he's got a keen eye for trouble.

Street Crimes Division

The street crimes division was created to deal with the wide variety of random and organized crime that happens on Paragon City's streets. Sgt. Suzanne Bernhard has served with the division since she joined the force, first as a beat cop busting alleyway craps games, and now as a sergeant, coordinating with the efforts of her fellow officers. She's a tough, no nonsense cop who takes pride in her work. She's happy to leave the most dangerous villains to the costumed heroes. She just wants to make the lives of average folks a little better by keeping crime off her neighborhood streets. She'll do whatever it takes to do that, and that often means working with heroes.

The businesses in Gimry Ridge and the Copper District have been hit especially hard.

Briefing

A group of Council agents lead by Boss Name just made a huge strike against a power substation, and now they're on the run. I've received word that they're hiding out in a local warehouse. I need you to arrest every Council soldier in that warehouse. You'll have to do it before they change positions. You only have 1 hour to arrest the Council soldiers.

If Boss Name makes his escape, this mission will be a failure.

Mission Acceptance

Boss Name is a member of the group that was recently consumed by the Council. He's been on Paragon City's most wanted list for a while. Be sure to come back with him in tow.

For quite some time the Tsoo have held the Scroll of the Spirit Dragon. I think I've located the base where they're keeping it. Will you recover the scroll of the Spirit Dragon from the Tsoo? If we don't move quickly, the Tsoo may move it to anothe location. You only have 75 minutes to recover the Scroll of the Spirit Dragon.

Crazy Phoenix is the chief guardian of the Scroll of the Spirit Dragon. He is deadly in battle.

Debriefing

The Scroll of the Spirit Dragon once belonged to a powerful hero called Flamebreak. She died during the Rikti War, but I'm sure her family will be happy to have the scroll returned. Maybe another hero can now take up the mantle of Flamebreak.

Briefing

The Tsoo are escalating their war against the rest of the gangs of Paragon City. The situation is getting tense, and violence looks imminent. I want you to take some territory back from the Tsoo. We need a buffer zone between them and the rest of Paragon City's gangs.

Those guys at SERAPH created something called a Lethargy Inducer. They'd like you to test it against the Tsoo.
