Citizens of First Ward
Overview
As the name implies, Citizens of First Ward are encountered in First Ward, usually as allies. They include inhabitants of Eltentown and several named characters who appear in Story Arcs in this zone.

The loss of a good leader enrages the team. If an Officer falls in battle, he can grant his teammates a bonus to their defense, their to hit, and their damage with his last breath.

The appointed sovereign of the Survivor Compound in First Ward, Anna Palatine's title has been ignored by the Hetman, except for when it has suited his aims.
Powers
Night Fall Ranged (Cone), Moderate DoT(Negative), Foe -ToHit
Unleashes a cone shaped burst of particles from the Netherworld. All targets within the modest range of this power take Negative Energy damage and have a reduced chance to hit.
Gloom Ranged, High DoT(Negative), Foe -ToHit
Gloom slowly drains a target of life, while reducing their chance to hit. Slower than Dark Blast, but deals more damage over time.
Tenebrous Tentacles Ranged (Cone), Moderate DoT(Negative), Foe Immobilize, -ToHit
You can create a cone shaped rift to the Netherworld that allows its native creatures to slip their oily Tentacles into our reality. These creatures will snare all foes within range, Immobilizing them while the Tentacles drain their life and reduce their chance to hit.

The Midnight Masters are naturally resistant to several types of damage.
Blind Makwa

Blind Makwa was born without sight like normal men. He was gifted with the rare and beautiful ability to see spirits as others see one another every day. It was this reason that he became a well respected medicine man. His ability to converse with those who had taken the heaven's road and joined with the great spirit was sought by many in the wake of the Hamidon Wars. But dead men are supposed to tell no tales, and so when Blind Makwa began hearing terrible truths, he snuck away to the First Ward where he would be safe, and no one would look for him.

Luminous Fists Melee, Moderate DMG(Energy/Smashing), Foe -Resist(Energy), -Defense(Energy)
You pummel your target with your fists, which are wreathed in a brilliant energy. In addition to Smashing and Energy damage, this attack has a chance to reduce your target's Energy Resistance and Defense.
Luminous Bolt Ranged, Minor DMG(Energy/Smashing), Foe Knockback
A quick attack that rapidly hurls small bolts of light at foes, sometimes knocking them down. Fast, but little damage.
Luminous Strike Melee, High DMG(Energy/Smashing), Foe Knockdown, -Defense(Energy)
You bring your fists down on your target in a powerful attack. In addition to Smashing and Energy damage, this attack reduces your target's defenses against Energy attacks and has a chance to knock them off their feet.
Luminous Torrent Ranged (Cone), Moderate DMG(Energy/Smash), Foe Knockback, -ToHit
You unleash a powerful cone of light that deals Energy and Smashing damage to your target. This torrent has the chance to reduce the targets' chance to hit and to knock them off their feet.
Healing Aura Point Blank Area of Effect, Team Heal
Healing Aura restores some hit points to you and all nearby heroes. Healing Aura is not as potent as Heal Other, but can heal multiple targets at once.
Heal Other Ranged, Ally Heal
Heals a single targeted ally. You cannot use this power to heal yourself.
Clear Mind Ranged, Ally Resist(All Mez), +Perception
Frees an ally from any Disorient, Hold, Sleep, Fear, Confuse and Immobilize effects and leaves them resistant to such effects for a good while. Also, grants target clearer Perception to see hidden foes. Protection will improve with Multiple applications and as you advance in level.
Adrenaline Boost Ranged, Ally +Recovery, +Regeneration, +Recharge, Resist(Slow)
Dramatically increases an ally's Endurance Recovery, Hit Point Regeneration and attack rate for 90 seconds. Also grants the target high resistance to slow effects.
Blindness Auto, Self -ToHit
Blind Makwa is Blind.

The Praetorian Carnival forces are naturally resistant to several types of damage, but have a weakness to negative energy.

Katie Douglas
Main Article: Katie Douglas
Katie Douglas is an ex-seer who escaped from the Seer Network and the authorities and made her way to First Ward. She has worked tirelessly toward freeing other Seers and has enjoyed limited success in the First Ward. To accomplish that feat, however, she has had to lie low and choose her allies very carefully. The Resistance sees her as nothing more than a weapon, politically or literally, and the Loyalists would just as soon place her back into the Network for another 15 years.
Powers
Levitate Ranged, Moderate DMG(Smash), Foe Knockup
You can send a single target violently into the air, then slam them to the ground for Smashing damage. This power can bring flying foes to the ground.
Mental Blast Ranged, Moderate DMG(Psionic), Foe -Recharge
This attack does moderate Psionic damage, and can slightly reduce a target's attack speed.
Psionic Tornado Ranged (Targeted AoE), Moderate DoT(Psionic), Foe Knockback
Unleashes a whirlwind of Psionic energy on a target, tossing nearby foes into the air. The Psionic Tornado damages foes and Slows their attack speed.
Dominate Ranged, Foe Hold
Your mind has been Dominated. You are Held.
Scare Ranged, Foe Fear
You entwine a single foe within their deepest fears and cause them to helplessly tremble for a brief while.
Resistance Res( P30 ) Def( M10% R10% ), Res(Hold, Disorient, Sleep)
Seers are able to predict their foes' incoming attacks granting them a minor defense buff, and are quite resistant to psychic damage.
