Colonel Taggard is an unfinished hero contact in the Blyde Square neighborhood of Steel Canyon at coordinates (-3190, -84, -485). He is standing near the giant statue in the middle of the zone. He is a colonel in the UNSF and the commanding officer of Laura Lockhart. He is mentioned in the Souvenir for Laura Lockhart's arc Collateral Damage as presenting the player character with a medal.
This contact was left unfinished at time of shutdown and was presumably intended for Issue 24, possibly as the next contact after Laura Lockhart's arc.
