Briefing
The Council has been stepping up activity recently. They've been recruiting, training, and performing terror operations all over the city. These Council operations need to be stopped wherever they occur, and their soldiers defeated at every turn.
Council agents have been seen in Independence Port recently, making deals or muscling in on the gangs in the area. I'm sure your efforts there would be worth it. However, many zones of the city have seen an increase of Council activity, and I'm sure your efforts would be appreciated anywhere.
