Briefing
With everything we've gathered, we can go to the police! If we show them all of this, they'll have to take Rider in. My dad's name will be cleared and Rider will be brought to justice. I've had such a hard time with the police, I don't know that I can stand to go see them myself. Character, can you take the evidence to them for me?

Detective Davids was the officer responsible for investigating the fire. Take everything to him and then let me know what he says.

Hey, Character, heard you've been putting the hurt to the Family lately. Good stuff! Heard you were caught breaking into a PPD office and bank too, but I'm sure that was just a case of mistaken identity. Or a clone. Seen it too many times myself! Anyway, what can I do ya for?
- Actually, that was me who broke in.
- It... it was?
- Detective Davids's face goes dark as he frowns at you.
- So, does that mean you're turning yourself in? Breaking into police property is no joke, hombre. You'd better start talking before I slap some cuffs on you.
- The fire investigators who work there are crooked, Davids.
- You'd better have some good evidence before you start making those sort of accusations, Character. Those boys over there ain't the coolest of cats, but I've never known them to do wrong.

- Detective Davids takes the proof from you and starts to look through it. As he does, his frown turns into a scowl.
- This... This is heavy stuff, Character. A millionaire real estate developer dealing with the Family, a Councilman taking bribes, and a fire inspector who is giving false reports? That's a lot to take in.
- Davids shakes his head and sighs.
- Look, I trust that you think you did the right thing, but truth is there's no way to prove that all this evidence is legit... You want me to tie everything to Rider? It's gonna be tough to make it all stick.
- Truth be told, I think the best you're looking at is gonna be a bribery charge. I can go to the judge right away, have her sign a warrant for Rider's arrest. We can bring him in, question him about the fire. See what we can do...
- What about the evidence of arson?
- Honestly? 'cause the evidence was stolen from the fire investigator's office, all we have is your word. Chain of custody and all that. I know sometimes you gotta break the rules, but not when it comes to evidence. All the defense has to do is show the video of you breaking in and getting into the files and the entire case gets thrown out. You heroes get a lot of leeway when it comes to collecting evidence, but that flies out the window when you're collecting it from PPD property.
Evidence of ArsonThe evidence of arson you recovered from the old police station will not be admissible in court.
- What about his ties to the Family?
- These transactions do look a little shady, but it ain't like this says "Payment made to Sebastian Frost for Crimes". These companies might be fronts for the Family, they might just be legitimate businesses. Hell, most of them are probably both. At best, this shows that Rider made payments to these companies. Beyond that it's all conjecture. A good lawyer, and you know Rider can afford a good lawyer, will have the jury giving them businesses five star reviews online before the trial's over.
Ties to The FamilyThe financial records you recovered are not enough to prove that the Family was behind the arson.
- If that's all we can do, then that's what we do.
- Before you go, let me just suggest that you leave the rest of this to the police, Character. Chances are the investigation can already be considered compromised. Some of this evidence might even need to be thrown out entirely. If you want to see justice done, even partial justice, let us bring Rider in and go through the courts. He'll get what's coming to him.

- Actually, that was me who broke in.
- I figured after what Stone told us that you'd be going to the old station. I can't say I appreciate you just busting in there without giving us any advanced warning. PPD put their lives on the line every day fighting the real bad guys, we don't need to risk ourselves responding to a break in only to find out it's a hero.
- Hell, you coulda just came and told us. We could have gone and checked things out together.
