ThreatLevel vs. Threat Level

What about a page discussing the ThreatLevel mechanic, as used in the City of Data numbers? Several powers have -ThreatLevel, implying that ThreatLevel is an indication of how aggro works in the game (and Taunt overrides ThreatLevel). I bring this up because of this thread on the forums; I was curious if amount of damage dealt affected ThreatLevel, and was dissappointed to find no knowledge of the ThreatLevel mechanic here already.
