I found it! Of course I would find it immediately after saying I couldn't find it. :p

DPL calls are being made to pages that don't use {{Image}}. For instance, Agent Indigo's Badge, a souvenir page, and Resolute Badge, a disambiguation, among others (mostly souvenirs). Wondering if there could be a parameter added to the DPL calls that is like "requires "*Badges*" in a category name", as that would circumvent the souvenirs (Category:Souvenirs), etc., getting in there. ~ User:Aggelakis/Sig1 10:29, 12 November 2010 (UTC)
