There's a gun dealer named Carla Brunelli who would like to meet you. She's a very responsible, proactive woman who's helped a number of heroes in her time. She is deeply troubled by the Clockwork. Their presence in Skyway City means that she can usually be found there.

Carla is tough but fair.

I'd like you to go and talk to my friend Tristan Caine. He's an environmental activist who keeps a close eye on everything that might impact the city's welfare, including criminals. He might have some good tips for you on the Vahzilok. Tristan has a lot of political connections, so he keeps near the city's center in Skyway City.

Have you ever stopped by Sanjay's News? The owner, Sanjay Chandra, is a great guy, real civic minded. He's always looking for ways to help heroes with the Lost and the Skulls. Sanjay's got the scoop over in Skyway City.

Sanjay is one of the most polite people in all of Paragon City.

There's a talented young lawyer named Athena Currie who you should talk to. She's a big community activist and has had some serious run-ins with the Clockwork. Miss Currie practices law in Steel Canyon.

Athena can really use the help of a hero like you.

I know a lawyer, Everett Daniels, who's a pretty good guy. He goes after the big corporations and even the government sometimes, but he's usually on the right side of things. He's always got a lead on the Clockwork. Mr. Daniels' practice is in Skyway City.

Everett will get you into the thick of things.

I suggest you see if Jill Pastor from the FCC has anything for you. She's always looking for heroes to help her out with the Vahzilok. Jill's offices are in Skyway City.

Jill is very serious about catching the bad guys and is willing to give valuable info to any hero who can get the job done.

There's an EPA investigator named Kyle Peck who's known for working well with heroes. I'm sure he'd be happy to help you out as well, and, more importantly, I think you could help him against the Vahzilok. Kyle's connections keep him in Steel Canyon most of the time.

Kyle is fiercely dedicated. As long as you show commitment to helping Paragon City, you will have a strong ally.

You should talk to Haley Philips over at the Health Department. She specializes in identifying and dealing with health threats posed by the Hellions and the Circle of Thorns. She's always looking for more help from the city's heroes. She can be found in Skyway City.

Haley has very strong beliefs about safety.

You might want to go see Hugo Redding, a physician's assistant who specializes in taking care of heroes. He also moonlights as a reporter for a medical website, so he's always hearing interesting tidbits about the Hellions and the Circle of Thorns. Hugo hangs out in Steel Canyon.

Hugo is keyed into the latest medical practices.

There's this kid, Alfonse Rubel, who's a courier. He zips all over the city, delivering important packages and messages. He sees a lot of what's going down with the Lost and the Skulls. Al's route has him in Steel Canyon for the next few days.

Alfonse is almost always on the move. If you catch him at rest, he can help you out.

Dr. Trevor Seaborn expressed an interest in meeting you when I told him about your good work. He's a psychiatrist specializing in criminal behavior, and an expert on the Hellions and the Circle of Thorns. Dr. Seaborn is in Steel Canyon.

Trevor has a brilliant mind, and his insights on criminal behavior are invaluable.

I suggest you meet Wilson Zucco. He's an ex-gang member who's turned his life around, and he knows the Lost and the Skulls better than anyone. He also has a great deal of information on the Vahzilok. Wilson keeps an eye on the Lost from within Steel Canyon.

Wilson is one of the only people in the city who bridges the gap between the law and the streets.

Level 15-19

I suggest you go speak to Sgt. Suzanne Bernhard in the street crimes division. She's a good person to know, especially when you're dealing with the Tsoo or the Council. Sgt. Bernhard works the desk in Skyway City.

Suzanne always has her eyes on the streets.

I know this guy, his name's Cho Ge. He's a little shady. He even used to be a gangster, but these days he's working for the good guys. He knows everything about the Tsoo and the Council. Cho Ge hangs out in Skyway City nowadays.

As long as you watch your step with Cho Ge, you will benefit from his knowledge.

Detective Karen Parker has a great reputation as a tough but fair-minded cop. If you're respectful and show her you're competent, I'm sure she'll be happy to work with you on the Tsoo and Council. Detective Parker investigates crimes out of the Skyway City precinct.

Detective Parker can be harsh, but only when it's warranted.

FBI Special Agent Warren Trudeau would like to have a word with you. He's particularly eager to work with new heroes like you in combating the Tsoo and the Council. Agent Trudeau is on special assignment to Skyway City.

I think you will find Agent Trudeau to be very helpful.

You've kept the bandana of a defeated Skull as a souvenir of your crusade against the gangs of Paragon City. It's an adventure you've come to think of as:

Bonefire

When the Skulls made a move on the Hellions, you were on the scene to keep their battle off the streets. You also found a magical cloak in the Hellions base.

You took the cloak to Azuria, who was relieved to see you. One of the MAGI's employees had been kidnapped, and Azuria sent you to the rescue. When the battle was over, the rescued mystic had a story to tell. She had learned that the Hellions were working with two other gangs: the Outcasts of Steel Canyon and the Warriors of Talos Island. The three gangs were trying to flood the underworld with magical artifacts.

Your work against the gangs of Paragon City kicked up into high gear when you went to speak with Athena Currie about the Skulls. She asked you to break up a Skulls hideout. There you found a ledger which connected the Skulls, the Trolls, and the Family in a Superadine cartel. You took the ledger to Detective Carla Brunelli, a member of Paragon City's gang unit. At her direction, you went after the Skulls' main headquarters, and found yourself in the middle of another brutal gang fight. You defeated all the warring gang members and emerged victorious. However, the ledger had mysteriously disappeared from Carla's office, taking with it any hope of convicting the Family on drug charges.

Good job on getting Yanamahri out of there. You know, she crafted the Robe of Cold Comfort you recovered from the Hellions earlier. I wonder if they found her by tracing the mystical energy she transferred to that cloak?

The Hellions seem to be gearing up for a fight. They even went so far as to kidnap a MAGI mystic to tip the scales in their favor! Well, at least we have a good idea where they are getting their backing from now. Their connection to the Warriors' artifact trade is a secret worth knowing.

A cell of Council troops has taken over a couple floors of an abandoned office in Paragon City. They are using it as a planning and staging area for attacks throughout the city. I need someone who can go in and shut down the Council cell.

Please take extra care to see that no one escapes, Character. If the cell's ringleaders get away, we may have to consider this mission a failure.

Last week's bombing at the exchange was planned from this cell, and I'm sure they're planning similar attacks as we speak. The Council has become much bolder since they ousted their old regime. They are being led by Archon Flynn. Take down Flynn and his bodyguards, and the cell will disperse.

Baumton was the city's first marketplace, where tradesman and farmers went to sell their wares. After the Rikti Invasion, people started calling it Boomtown, because the devastation reminded them of a bomb crater. It's pretty dangerous. If I were you, I wouldn't go in without a few other heroes for backup. The place is infested with those Clockwork robots. They look like toys, but they cause plenty of havoc by stealing bits of machinery and metal from all over. Even worse, a giant clockwork monster called Babbage prevents any pacification of the zone. Be especially careful of him.

So the city started building high spanning bridges everywhere, and Skyway City quickly turned into one big highway in the sky. Now this zone is home to a street gang that likes to camp out underneath bridges: the Trolls. These are thugs who've mutated, thanks to taking a bit too much Superadine. But watch out; the drug has given many of them inhuman strength and resistance.
