You should think about talking to Detective Jose Brogan. He's pretty intense, but he's a great cop and a good person to know if you are looking for information on the Lost. His beat is Atlas Park.
Detective Brogan will let you in on some interesting cases.
Have you ever met Paula Dempsey? She's a real pistol and has a great deal of information on the Clockwork. You'll like her, and I'll bet she'll like you as well. Paula hangs out in Kings Row.
Paula has high standards, but I have no doubt you will live up to them, Character.
I'd like you to meet Ron Hughes. He's a reporter, and lately he's been interested in the Skulls. Ron's magazine is located in Kings Row, so that's where he can be found.
Ron believes that science should be used for the good of all.
Juan Jimenez is a great photographer, and he's always got his ear to the ground. You should talk to him and see if he's following any big stories on the Skulls. Juan is currently covering a story in Kings Row.
Juan is always eager to help, and he knows where the action is.
Vic Johansson's good police. He'll steer you towards some interesting opportunities involving the Lost, and help smooth things over with law enforcement. His beat is Kings Row.
Vic is good people, Character. You will enjoy working with him.
Tony Kord is a good person to know. He knows what's happening in the city, especially where the Clockwork are concerned, and he'll often suggest solutions. Tony's company is in Atlas Park, so he usually hangs out there.

You ever been to one of Samuel Pierce's parties? He's an event promoter, and he knows how to put on a good time. He also has a nose for trouble. You should meet him, see if he'll give you a tip on the Vahzilok. Mr. Pierce is promoting a new movie over in Kings Row.
Samuel is somewhat cavalier, but he wants the city cleaned up very badly.
There's a young reporter named Linda Summers who you might enjoy chatting with. She's always pursuing some crime related story, especially stories dealing with the Skulls. Linda's latest scoop has her in Kings Row.
Linda responds well to directness and fair treatment.
There's a detective who you should meet. Rachel Torres knows all about the happenings on the streets, and can probably give you good leads on the Lost. She can be located in Atlas Park.
Detective Torres is tough and efficient; you might learn a thing or two from her.
Have you heard of Hero Corps? They're a business that matches heroes up with jobs. There's a liaison named Henry Peter Wong there who's taking on new clients. You should chat with him about the Vahzilok menace. Hero Corps has Mr. Wong in Atlas Park.
Wong is pretty gung ho about Hero Corps; there's no denying that he will keep you busy.
Level 10-14
You should talk to Haley Philips over at the Health Department. She specializes in identifying and dealing with health threats posed by the Hellions and the Circle of Thorns. She's always looking for more help from the city's heroes. She can be found in Skyway City.
Haley has very strong beliefs about safety.
You might want to go see Hugo Redding, a physician's assistant who specializes in taking care of heroes. He also moonlights as a reporter for a medical website, so he's always hearing interesting tidbits about the Hellions and the Circle of Thorns. Hugo hangs out in Steel Canyon.
Hugo is keyed into the latest medical practices.
Dr. Trevor Seaborn expressed an interest in meeting you when I told him about your good work. He's a psychiatrist specializing in criminal behavior, and an expert on the Hellions and the Circle of Thorns. Dr. Seaborn is in Steel Canyon.
Trevor has a brilliant mind, and his insights on criminal behavior are invaluable.

Coroner
The coroner's job in Paragon City is complicated by a number of factors: the exotic powers that can cause death, the alien anatomies that complicate autopsies, and the mutant abilities that sometimes make it hard to tell if a person's actually dead. Laurence Mansfield has handled all of these with aplomb for more than twenty years. Not only is he calm, dignified, and insightful, he's also immensely curious. He's a bit of an amateur detective, a hobby the police department frowns on. So Laurence goes straight to some of the city's heroes instead. He's always excited to share tips and theories with costume-clad defenders, and he considers many of them his friends. The police look the other way, in deference to the skill and speed with which he performs his assigned duties.

The Circle's rituals are performed only at night, and usually in secluded spots like building rooftops to avoid unwanted attention, so start your search there.

Some people say that those ghouls belong to some sort of death cult. Whether that's true or not, the Skulls are sure full of trouble.

Steel Canyon is the financial district of Paragon City. Many national banks, insurance companies, and investment firms have their headquarters in this zone. In fact, so much money flows through Steel Canyon, Paragon City ranks among America's richest cities. Success has spurred the construction of so many skyscrapers that the place looks like a canyon made of concrete, glass and metal. The zone isn't without its dangers, though. The Outcasts have claimed the area as their own, and they've recruited a lot of kids with mutant powers related to the elements. That's what the Outcasts love best—beating down their enemies with the power of the elements.

Baumton was the city's first marketplace, where tradesman and farmers went to sell their wares. After the Rikti Invasion, people started calling it Boomtown, because the devastation reminded them of a bomb crater. It's pretty dangerous. If I were you, I wouldn't go in without a few other heroes for backup. The place is infested with those Clockwork robots. They look like toys, but they cause plenty of havoc by stealing bits of machinery and metal from all over. Even worse, a giant clockwork monster called Babbage prevents any pacification of the zone. Be especially careful of him.

Back in the 1970's, there was a huge drive to create highways to relieve congestion in the city. No one would need to drive on the surface streets - instead, we would drive above them! So the city started building high spanning bridges everywhere, and Skyway City quickly turned into one big highway in the sky. Now this zone is home to a street gang that likes to camp out underneath bridges: the Trolls. These are thugs who've mutated, thanks to taking a bit too much Superadine. But watch out; the drug has given many of them inhuman strength and resistance.
