The Winter Horde are an enemy group in City of Heroes and City of Villains. This horde of ice beasts only spawns during special events; it doesn't appear in missions and can't be found in outdoor zones at other times.

Your mastery of Ice allows you to create an enhanced blade of solid ice that deals above average damage. Being hit by the Greater Ice Sword will Slow a villain's attack and movement speed, due to the intense chill.
Ice Blast Ranged, High DMG(Cold/Smash), Foe -Recharge, -SPD
Ice Blast hurls shards of ice at foes and Slows their attacks and movement for a time. Slower recharge than Ice Bolt, but more damage.
Freeze Ray Ranged, Heavy DoT(Cold), Foe Hold
Freeze Ray encases your foe in a block of ice, holding him helpless in place for a while. While frozen, your foe will take Cold damage over time.

This power can Hold your opponent frozen solid in a block of ice. The victim can be attacked and will remain frozen and helpless. After the ice thaws, the victim emerges chilled and Slowed.

You have been frozen solid by Lord Winter's grasp! Your defense and resistance has been reduced.

Lord Winter coalesces seemingly normal snow into three Frostlings, two Blights, and a Snow Beast.
Northern Lights Summon 5 Northern Lights
You manifest 5 spheres of light from your northern essence. These spheres will follow you until they detect an enemy target. The Northern Lights will then zero in on their targets and attack.
Energy Absorption PBAoE, Foe -End, Self +End, +DEF(Smash, Lethal, Fire, Cold, Energy, Negative), +Res(Slow)
Activating this power draws moisture directly from the bodies of all nearby foes, draining their Endurance. Each foe you draw moisture from adds to your own Endurance as well as Defense to all attacks except psionics. The first foe you absorb grants the highest Defense bonus, and you can absorb up to 10 foes. In addition to Defense, Energy Absorption also grants you resistance to Slow effects. If there are no foes within range, this power will fail.
