Issue 23, Where Shadows Lie, will be a major revision to City of Heroes and City of Villains.

Confirmed Content

• Client translation (including future content and past content) for the Vigilance and Zukunft servers will end with the launch of Issue 23, though French and German petition and Knowledge Base support will continue and the servers will not be renamed (including retaining the (FR) and (DE) designations).[1]
• New zone: Night Ward - level 30-35 Praetorian co-op zone, connected to First Ward.
• Magisterium Trial - the climax of the Praetorian War.
• New chat channel, Looking For Group, available to free and VIP players.
• Free/Premium players can join supergroups regardless of Paragon Rewards tier
• Quick-travel portals to get to hard-to-reach zones (such as the Shadow Shard)
• Signature Story Arc #2, Pandora's Box
• New Tier 9 VIP Costume Set, Mecha Armor
• Chain Mail/Leather Armor costume set, free to VIPs
• Incarnate System: Hybrid Slot and its four trees, Assault for damage, Control for locking down enemies, Melee for defense and status protection, and Support for buffs.
• Statesman and Sister Psyche have been effectively removed from the game after the events of Who Will Die:
  • The Penelope Yin Task Force takes the place of the Sister Psyche Task Force for levels 20-25. Those who have already done Sister Psyche's activity will automatically be granted completion status, including badge, for Penelope's activity. The Sister Psyche Task Force remains available through Ouroboros.
  • Back Alley Brawler takes over the Statesman Task Force (it is now the Back Alley Brawler Task Force).

There is no scheduled release date set for Issue 23.
