Overview
The Freedom Phalanx is a signature hero group led by Statesman.
History
The Freedom Phalanx was founded on July 4, 1932. The founding members included (in order of their appearances in Paragon City) Statesman, The Dark Watcher, Elementar, the team known as Vambrace and Maiden Justice. The name was suggested by James St. John-Smythe (the tech and wheel-chair bound member of the two man team Vambrace) and was quickly ratified by the others.
The group faced its first official combat on the date of Monday, July 11, 1932. This date is otherwise known as "Brass Monday".
In the 1930s, the Statesman became one of the first established heroes in Paragon City. Inspired by his example, other heroes soon emerged as well, including the Dark Watcher, the Dream Doctor, and Maiden Justice. Although each individual hero made some headway against Paragon City's criminal element, they also faced increasingly more dangerous and organized villains. The Statesman soon recognized the need to rally the other heroes into a coordinated fighting force.
In the spring of 1931, the Statesman gathered Paragon City's other heroes in his downtown apartment. There he issued his fellow heroes a challenge: to make a difference, not only on the streets and in the city, but also around the world. Thus was formed the first worldwide hero organization; dedicated to fighting evil, injustice and tyranny wherever they might hide.
The Statesman, inspired by the shoulder-to-shoulder discipline showed by ancient Greek soldiers in the face of Persian tyranny, called his new team of heroes the Freedom Phalanx. Throughout the 1930's the Phalanx fought the good fight and cleaned up Paragon City. The city council and mayoral elections of 1936 swept a platform of pro-hero candidates that resulted in the passage of the Citizen Crime Fighting Act of 1937. This law made it legal for vigilantes to bring criminals to justice as long as they followed the same restrictions police officers used. Thus in the space of just five years, the Freedom Phalanx went from an ad hoc band of would-be heroes to a legally recognized, nationally praised crime fighting organization.
Despite any public or political pressure, the Freedom Phalanx continues to battle any threat to humankind and remains "the world’s premiere independent hero organization." They still make it a firm policy to have no official ties to any government or law enforcement institution. They are one of the most open organizations in existence, allowing any would-be hero to volunteer for service with the esteemed group. Unlike other groups, the Freedom Phalanx is entirely open about everything, from its membership to its funding and current activities. This frankness carries through on down to the lowest levels, where even beginning heroes must reveal their true identities and pasts to the organization and the world. Statesman takes great pride in these "sunshine policies", saying they go a long way towards inspiring confidence in the Freedom Phalanx’s personnel and motives.[Citation needed]

One of the most veteran heroes in Paragon City, the Brawler is in semi-retirement, training the next generation of heroes. Though he rarely goes into the field these days, his power and fighting skills are still as potent as ever.
NOTE: Despite being a member of the Surviving Eight, Back Alley Brawler is not actually a member of the Freedom Phalanx, according to lore. However, due to developer mishandling, he often shows up in content that generalizes the heroes as "members of the Freedom Phalanx". Back Alley Brawler is actually the founding member of the Regulators.

You are able to tear up a chunk of ground beneath your feet and Hurl it at an enemy. This attack is close ranged, deals moderate damage, and can knock foes back.

Back Alley Brawler can use their superior leg strength to stomp the ground, quaking the earth itself. This is a localized attack against everything in melee range.

Total Focus is complete mastery over Energy Melee. This is a very slow, but incredibly devastating attack that can knock out most opponents, leaving them Disoriented. Due to the exhausting nature of Total Focus, recharge time is very long.

Back Alley Brawler can activate this power to increase his maximum Hit Points for a short time.

Citadel

Citadel was the first android hero. In the initial Rikti onslaught, he took heavy damage and was almost destroyed. With Positron’s help, scientists at D.A.T.A. created a second version of Citadel using the old model’s original memory core and the remnants of a power suit, once worn by the hero Horatio. Citadel does not fully understand human ways, but he is a valiant defender of Paragon City. He has recently undergone a major upgrade to his systems.

You can Overload your Energy Aura and dramatically improve your defense to all attack types except Psionic Attacks. Overload also grants you high resistance to Defense Debuffs. This Energy Aura is so powerful, that it can even absorb some damage, effectively increasing your Max Hit Points, However, when Overload wears off, you are left drained of all Endurance and unable to Recover Endurance for a while.
Nova Point Blank Area of Effect, Extreme Damage(Energy/Smash), Foe Knockback
You can explode in a tremendous blast of energy, sending nearby foes flying. The Nova deals massive damage to all nearby foes, although the damage does vary. Activating this power leaves you drained of Endurance, and unable to recover any Endurance for a while.

Your Defense to Smashing, Lethal, Cold, Fire, Energy, and Negative Energy attacks is increased. The shield also makes you resistant to Knockback, Repel, Disorient, Hold, Sleep, Immobilization, Defense Debuffs and enemy Teleportation for as long as you can keep this toggle power active.

Justin Sinclair was raised in a huge mansion in the outskirts of Paragon City by his English nanny, Virginia Bowman. The sole beneficiary of a huge trust fund, Manticore received training in all manner of mental and physical pursuits, but excelled in archery. when he turned 18, Miss Bowman revealed to him his true heritage. Manticore's father had once been a costumed vigilante in England, until he and his wife died at the hands of a German villain called Protean. Deeply affected by the story, Manticore took up his father's mantle and vowed to bring the 5th Column down.

You fire a Blazing Arrow at your foe, dealing some Lethal damage and causing him to catch on fire and burn. Slightly less accurate than other Archery attacks.
Explosive Arrow Ranged (Targeted Area of Effect), Moderate Damage(Lethal/Smash), Foe Knockback
You fire a grenade-tipped arrow at long range. This explosion affects all within the blast radius, and can knock them back.
Stunning Shot Ranged, Light Damage(Smash), Foe Disorient
You fire a blunt, weighted arrow at your target's chest. The Stunning Shot has a good chance of stunning your foe.
Rain of Arrows Ranged (Location Area of Effect), Extreme Damage over Time(Lethal)
You unleash a Rain of Arrows on a targeted location, damaging foes within a large area.
Entangling Arrow Ranged, Foe Immobilize, -Recharge, -Fly, -Jump
Upon impact, the Entangling Arrow releases a strong net that can Immobilize most targets. This non-lethal device deals no damage and does not prevent targets from attacking, although their attack rate is Slowed. The Entangling Arrow can bring down flying entities and halts jumping.
Ice Arrow Ranged, Foe Hold, -Speed, -Recharge
This arrow can freeze a single foe in a block of ice. The target is frozen solid, helpless, and can be attacked. More powerful foes may not be Held, but all affected targets will be Slowed.
Poison Gas Arrow Ranged (Location Area of Effect), Foe -Damage, Sleep
This arrow carries a capsule cloud of poisonous gas, which explodes on impact and weakens all foes in its vicinity. Affected foes damage potential will be severely reduced. Some foes will react badly to the poison and choke for a time.
Acid Arrow Ranged (Targeted Area of Effect), Minor Damage over Time(Toxic), Foe -Resist(All), -Defense
This arrow explodes in a small shower of acid on impact. This acid eats through armor, causing damage over time. It reduces the target's Defense as well as his Damage Resistance.
EMP Arrow Ranged (Targeted Area of Effect), Foe Hold, -Endurance, -Regeneration, Special vs. Robots
This arrow can unleash a massive pulse of electromagnetic energy on impact. This EMP can affect machines, and is even powerful enough to affect synaptic brain patterns. It will incapacitate all foes in its radius. Additionally, most machines and robots will take moderate high damage. However, this power uses a lot of Endurance and leaves you unable to recover Endurance for a while.

Manticore has the ability to teleport an arrow directly to his target.
Stealth Toggle, Self Stealth, Def( M30 R30 )
The Cloaking Device allows you to use an LCD body coating become partially invisible. While Cloaked you can only be seen at very close range. If you attack while Cloaked, you will be discovered. Even if discovered, you are hard to see and have a bonus to Defense. Unlike some stealth powers, the Cloaking Device has no movement penalty.

Numina

Numina was born Tammy Arcanus, daughter of Tommy Arcanus of the Midnight Squad. Tommy delved so deeply into the metaphysical that his very being was affected, and Tammy was born with magical powers. In the 1960s, Tammy and the Midnight Squad were sent into a series of caverns surrounding the Earth’s molten core, where a Soviet villain known as the Red Threat intended to destroy the world. To save the Earth, Tammy possessed the body of the Red Threat. Her body was destroyed, but her consciousness survived, trapped within the Red Threat. During the Rikti Invasion, the Red Threat was destroyed, and Tammy’s astral form was at last free. She renamed herself Numina, and threw herself into the war against the Rikti. In the war’s aftermath, Numina uses her abilities to nurture the next generation of heroes.

You can use Telekinesis to Blast a targeted foe with the power of your mind. This attack deals Smashing and Psionic damage, and can knock your opponent back.

This powerful attack deals Psionic damage, and is so painful it usually renders its target unconscious. The victim is asleep, and will wake if disturbed.

You can Phase Shift to become out of sync with normal space. Although you do not become completely Invisible, you are translucent and hard to see. You are intangible, and cannot be affected by those in normal space.

Penelope Yin is one of the most powerful psychics in the world. Heroes first met her when she was eighteen in Faultline and still adjusting to her powers. Now, several years later, Penelope Yin has entered the scene as a true super-powered hero. Her psychic abilities are impressive, though it isn't known who exactly helped her to train and focus her powers in such a manner.

You create painful visions within the mind of your target, causing psionic damage. These visions manifest as wounds that cause lethal damage over time. Affected targets also suffer reduced regeneration, recovery and attack speed.

You induce a dream state in all nearby targets around you while also dealing continuous psionic damage. These dreams can manifest as nightmares, lucid dreams or deep sleep, which manifest as fear, confusion or stun.

You unleash a powerful psionic shockwave that ripples through the air around you, dealing Psionic and Smashing damage to any hit by the wave. The shockwave also has a chance to knockback its targets.

You create a blade of crystalline psionic energy around your hand and use it to stab your target with a quick attack. The target suffers psionic damage, followed by a bleeding wound and reduced defense.

You create a blade of crystalline psionic energy around your hand and viciously stab your target. The target suffers psionic damage, followed by a wound that causes lethal damage over time and reduced resistance to further psionic damage.

- Penelope Yin has created an ally out of pure psionic energy. These allies unleash psionic storms as their primary means of attack. However, they will gradually build up a psionic link with Penelope Yin the longer they are alive. Eventually, they will establish the link, allowing the nexus to heal both itself and Penelope Yin.

Dr. Raymond Keyes developed a high-tech battle suit that allowed him to channel bolts of anti-matter into fierce attacks. He used his powers to help defeat the Rikti, but at a terrible cost: Injuries he sustained at that time caused him to lose full control of his powers. Now, to protect others from himself, he remains imprisoned within his battle suit. He is constantly searching for a cure for his condition, but that does not stop him from contributing to the defense of Paragon City and contributing many other technological breakthroughs for the good of all.

You can emit lethal amounts of radiation in all directions, damaging all nearby foes for a short time. Like other Radiation attacks, this power can bypass some of a target's defenses. Irradiate severely reduces the target's Defense.
Electron Haze Ranged (Cone), Moderate Damage(Energy), Foe -Defense, Knockback
A short range conical blast of free electrons. This attack can bypass some of a target's defenses and reduce the target's Defense. It can also knock some targets down.
Cosmic Burst Close, Superior Damage(Energy), Foe Disorient, -Defense
Cosmic Burst smashes the target with cosmic particles. The attack is very short range, but the damage is devastating and can leave most targets Disoriented and with reduced Defense.
Neutron Bomb Ranged (Targeted Area of Effect), Moderate Damage(Energy), Foe -Defense
This devastating attack lobs an explosive sphere of deadly radiation, damaging the target and all nearby foes. Neutron Bomb can bypass some of a target's defenses and reduce the target's Defense.
Atomic Blast Point Blank Area of Effect, Extreme Energy/Smash Damage, Foe -Defense, Hold
The Hero has reduced your Defense and left you helpless with an Atomic Blast.
Enervating Field Ranged (Targeted Area of Effect), Foe -Damage, -Resist(All)
You have been exposed to an Enervating Field of radiation. Your damage and damage resistance are reduced.
Lingering Radiation Ranged (Targeted Area of Effect) Foe -Speed, -Recharge, -Regeneration
You can emit Lingering Radiation that reduces the attack rate, movement speed, and Regeneration rate of the target, and all nearby foes.
Choking Cloud Toggle, Point Blank Area of Effect, Foe Hold
While active, you generate toxic radioactive gas around yourself. Any nearby foes may be overcome by the gas, leaving them choking and helpless.
EM Pulse Point Blank Area of Effect, Foe Hold, -Regeneration, -Endurance, Special vs. Robots
You are Held by the EM Pulse and your Regeneration Rate is reduced.

Sister Psyche

Even in her childhood, it was obvious that Sister Psyche was blessed. The tremendous scope of her mental powers was far beyond that of any hero, past or present. When the Rikti war descended, Sister Psyche knew she had to make her gift count. She did, but at a price. She exhausted her powers so thoroughly that she fell into a coma. A young heroine named Aurora Borealis offered to play host to Sister Psyche´s projected mental self. Of course, this situation could not last forever. Now back in her own body, Sister Psyche has dedicated herself to shape the tremendous gifts of the young Aurora. It's a responsibility she takes seriously, as well as a consolation for the loss of her former protege, Malaise. When the psychic link between the two women was first disrupted, Sister Psyche lost her mental control over Malaise's dual personalities. The evil Malaise reasserted himself, and quickly made his departure. His present whereabouts are as yet unknown.

Psychic energy tears at your mind rendering you helpless, lost in your own mind and unable to defend yourself.
Mass Hypnosis Ranged (Targeted Area of Effect), Foe Sleep
The Hero has hypnotized you. You are helpless for a while, unless something snaps you out of it.
Total Domination Ranged (Targeted Area of Effect), Moderate Damage(Psionic), Foe Sleep
This powerful attack deals Psionic damage, and is so painful it usually renders its target unconscious. The victim is asleep, and will wake if disturbed.
Psychic Shockwave Point Blank Area of Effect, Superior Damage(Psionic), Foe Disorient, -Recharge
Psychic Shockwave is a devastating Psionic attack that wracks the minds of all nearby foes. Affected foes may have a reduced attack rate and may be left Disoriented.
Force Bolt Ranged, Moderate Damage(Smash), Foe Knockback
Discharges a bolt of force that knocks down foes and deals some Smashing Damage.
Power Blast Ranged, High Energy/Smash Damage, Foe Knockback
A much more powerful, yet slower version of Power Bolt. Power Blast sends a focused beam of energy at a foe that can knock him back.
Energy Torrent Ranged (Cone), Moderate Energy/Smash Damage, Foe Knockback
Unleashes a cone of energy that knocks foes back.
Power Burst Close, Superior Damage(Energy/Smash), Foe Knockback
A short range, but devastating attack.
Explosive Blast Ranged (Targeted Area of Effect), Moderate Smash/Energy Damage, Foe Knockback
Hurls a blast of charged energy that violently explodes on impact, damaging all foes near the target.
Force Shield Ranged, Ally +Defense(All but Psionics), Resist(Toxic, -Endurance, -Recovery)
Dramatically protects an ally from all attacks for a limited time. Also reduces Toxic damage and protects the target from Endurance Draining effects.
Personal Force Field Self Def( All75 ), Res( All40 ), Resist(Teleport)
The Personal Force Field is almost impenetrable to all attacks, even Psionics and Enemy Teleportation, although attacks from more powerful foes may get through more easily. Personal Force Field will also reduce the damage of any attacks that do get through.

Marcus Cole, who would eventually become Statesman, was a rogue and mercenary throughout the early part of the 20th century. During WWI, he became ill after being exposed to mustard gas. While traveling with his childhood friend Stefan Richter, Marcus discovered the Well of the Furies. Both men drank from the well and were granted incredible powers. Marcus went on to become Statesman and Stefan, Lord Recluse.

You are able to tear up a chunk of ground beneath your feet and Hurl it at an enemy. This attack is close ranged, deals moderate damage, and can knock foes back.

Using your superior leg strength, you can Stomp your foot to the ground, quaking the earth itself. This is a localized attack against everything in melee range.

Statesman calls upon the power of the gods to strike down upon you.
Dull Pain Self Heal, +MaxHP
You can activate this power to increase your maximum Hit Points for a short time.

When you activate this power, you not only become extremely resistant to most damage, but also to Disorient, Immobilization, Hold, and Sleep effects. Endurance recovery is also increased. Unstoppable costs little Endurance to activate, but when it wears off you are left exhausted, and drained of almost all Health and Endurance.

Steven Berry was just an average man, until Crey Industries got hold of him. The Crey scientists were testing a number of radical procedures for inducing super powers. Steven was blasted with high doses of electricity for days. It amplified the electrical energy in his body, giving him the ability to harness it into super speed and electrical blasts. Synapse escaped Crey's clutches by shorting out the lab where he was kept prisoner. To this day, Crey executives deny any knowledge of the project in which Synapse was an unwilling participant.

You spin around at an amazing speed to create a Whirlwind around yourself. Any foes that enter this Whirlwind will be tossed into the air. You must be at least level 20 and have two other Speed Powers before selecting Whirlwind.
