Overview

The Police Radio is a police scanner in Paragon City used by the Paragon Police Department ("PPD"). It also serves as a source of Police Scanner missions, or short missions, that you must accomplish to get more contacts and/or Safeguard Missions.

Each zone's missions apply to the detective in that specific zone.

Obtaining a Police Radio

After Security Level 5, a Hero may talk to a Detective in any zone to obtain a Police Radio. Once a Hero has a Police Radio, he/ she can use it any time in any City Zone appropriate to his/ her Security Level to help the PPD fight crime (providing unlimited missions).

Points of note:

  • Heroes cannot obtain a Police Scanner until reaching Security Level 5.
  • Heroes can only get missions in zones at their level (levels 5-15 in Kings Row, levels 10-20 in Steel Canyon and Skyway City, etc.).

Attempting to get a mission in a zone where scanner missions cannot be got at all (eg Croatoa) will give the following message:

The police scanner is remarkably quiet.

Attempting to get a mission in a zone that is too high of a level will give the following message:

The things you're hearing on radio sound far too difficult right now. As much as you may want to help, you'll need to be a higher security level before you'll be able to assist.

Attempting to get a mission in a zone that is too low of a level will give the following message:

The events here seem to be beneath your notice.
  • Heroes cannot obtain a Police Scanner in Atlas Park or Galaxy City.
  • The first zone in which Heroes can obtain a Police Scanner is Kings Row. This won't preclude heroes from being assigned the Atlas Park Safeguard Mission, so long as they are at or below Security Level 10.

Once a Hero performs so many Police Scanner missions within a zone, the completion bar for a Detective in that zone will turn red, indicating that he/ she should talk to the Detective for a special assignment - a Safeguard Mission.

  • Heroes in zones designed for heroes under Security Level 20 will need to complete three (3) Police Scanner missions in order to get assigned to a Safeguard mission.
  • Heroes in zones designed for heroes Security Levels 20+ will need to complete five (5) Police Scanner missions in order to get assigned to a Safeguard mission.
  • NOTE: the starting level of the zone is the determining factor, not the level range. (i.e. Faultline requires 3 missions because it starts under Security Level 20, even though it is designed for heroes up to Security Level 24.)

Types of Police Radio Missions

There are four basic types of missions for the Police Radio: Rescue Missions, Boss Missions, Object Missions, and Heist Prevention Missions. Each is listed separately below.

Named Entities

City of Heroes uses lists of villain and object names to create a larger number of individualized radio missions than would be feasible if each mission were entirely unique. These villains and objects are randomly inserted into various mission templates.

Boss Missions

In a boss mission, the object is to defeat a mob containing a named boss and his or her surrounding guards.

A random name from an enemy group in your level range is combined with a random selection of templated flavor text to create the mission description, allowing a very high number of nominally distinct missions.

Defeat (VillainBoss) and Guards

  1. A warrant has been issued for the arrest of (VillainBoss)
    (VillainBoss) has been on the suspect lists of many heroes for some time. Bringing that rogue in could help a number of investigations.
  2. All units be on alert: (VillainBoss) is on a rampage!
    You've heard of (VillainBoss) of the (VillainGroup) before. You better put a stop to this before people get hurt.
  3. All units: Use of excessive force in the aprehension of (VillainBoss) has been authorized
    You've seen the files on (VillainBoss). Excessive force can be the only thing that may stop that maniac.
  4. All units: We have a report that (VillainBoss) was involved in a recent heist by the (VillainGroup)
    You'd heard that (VillainBoss) was one of the upcoming new names among the (VillainGroup). Time to show everyone that crime doesn't pay.
  5. Calling all available units in the area: We have a possible sighting of (VillainBoss)
    There's a lof of chatter on the police band about (VillainBoss) of the (VillainGroup). Perhaps you should step in before some of the Paragon's finest get hurt?
  6. Capture of (VillainBoss) has been made a top priority.
    The Police want to bring (VillainBoss) in, but they're going to have a tough time doing it. You, however, could probably handle it.
  7. Citizens are reporting a possible sighting of (VillainBoss)
    (VillainBoss) of the (VillainGroup) is on the loose, and people is scared. Time to make Paragon City a little bit safer.
  8. Increased (VillainGroup) activity has been linked to (VillainBoss). Proceed with caution.
    The (VillainGroup) has been brazenly defying the forces of the law and order lately. From the sound of things on the police band, that's probably because of (VillainBoss).
  9. The (VillainGroup) wanted in yesterday's attack were being led by (VillainBoss)
    You heard about the attack by the (VillainGroup). If (VillainBoss) was the one behind it, then even the revitalized Paragon Police will have trouble bringing them to justice.
    Fortunately, that's why there are heroes like you.
  10. There's an APB on (VillainBoss), leader of local (VillainGroup) cell
    As the police band dispatcher rattles off the crimes that put an APB on (VillainBoss), you remember that you'd heard where that villain might be holed up.
  11. (VillainBoss) has issued a direct threat against (Character)
    The police band calls it a threat, but you know that this is a challenge. Well, if (VillainBoss) wants a fight, then you'll be ready to give one.
  12. (VillainBoss) is at large. Consider suspect super-powered and dangerous!
    (VillainBoss) at large? This can't be good. It will only be a matter of time until (VillainBoss) has amassed a group of the (VillainGroup) and takes to the streets. Time to stop this, now.
  13. (VillainBoss) is wanted for selling information to Arachnos
    You'd heard that (VillainBoss) didn't have any moral scruples, but selling secrets to Arachnos? How can even a villain sink that low?
  14. (VillainBoss) of the (Villaingroup) has just escaped the scene of a crime
    Does (VillainBoss) think that justice can be escaped this easily? Some villains never learn, but that's why heroes like you must confront them.
  15. We have an unconfirmed sighting of (VillainBoss) with a group of the (VillainGroup)
    It sounds like (VillainBoss) of the (VillainGroup) is at it again, and the streets of Paragon City won't be safe until this has been stopped.
  16. We have confirmed that (VillainBoss) has escaped from Zigursky Penitentiary
    (VillainBoss) has escaped the Zig? No doubt with the help of cronies among the (VillainGroup). The streets won't be safe until you've brought the escapee back to the justice.
  17. We've lost contact with (VillainBoss)! Suspect is considered extremely dangerous!
    You've heard that (VillainBoss) was bad news. Taking care of this situation before innocent people gets hurt would be a good idea.

Object Retrieval Missions

The object of an object retrieval mission is to locate the specified object in the mission and defeat any guards that are nearby.

Unlike the missions of the Rogue Isles Protector, where every item has its own mission, the Police Band ones assign random items to mission headings. Thus, the same item may be stolen from an exposition, forgotten on a train, or ransomed by a villain group. Henceforth, we list the heading and the Police Radio Objects separately.

Get (Object) from the (VillainGroup)

  1. All units: Cancelling APB on renegade scientists. Subjects were under mental control by members of the (VillainGroup) to work on (VillainGroup)
    Mind controlling scientists? You didn't even know that the (VillainGroup) could do that! This might be a good time to step in and get (Object) they were forced to work on away of the (VillainGroup).
  2. All units be on the alert for members of the (VillainGroup) carrying stolen the (Object)
    Members of the (VillainGroup) with stolen (Object)? You'd heard about that earlier today. Might be a good thing to investigate.
  3. All units, all units: Dr. Sheridan has reported (Object) missing. He reports this may become a scientific emergency.
    If Dr. Sheridan is worried, this might be bad. As you think about it, weren't some members of the (VillainGroup) talking about sneaking into his lab? This might be worth your time to investigate.
  4. All units, we're reporting a theft of (Object) by members of the (VillainGroup)
    The (VillainGroup) have struck again, this time stealing (Object). If they have access to that, it could be bad for the whole city.
  5. An attack by members of the (VillainGroup) on a SERAPH transport has stolen the (Object) and evaded pursuit. Subjects are considered dangerous. Approach with caution
    You'd heard that a group of the (VillainGroup) were planning a big raid to steal something like that. Fortunately you had your contacts locate their hide-out, just in case.
  6. Be on alert: (VillainGroup) agents have stolen (Object) from the "Famous Villain Technology" display at the museum.
    You'd known from the beginning that a display of villain technology would only be trouble, but there's no time for pointing fingers and placing blame. You've got to get (Object) back from the (VillainGroup) before it's too late.
  7. Computer hackers hired by the (VillainGroup) have stolen information on the (Object)
    So, (VillainGroup) hired computer hackers to do their dirty work. That would explain rumors that they'd been stealing computer equipment. Fortunately, you've heard where the group masterminding their plans are.
  8. Detectives have found a missing scientist who claims (VillainGroup) forced him to work on (Object) for them
    It's good that the police have rescued that scientist, but the after-effects might be out of their league. Getting (Object) away from the (VillainGroup) is something you can handle, though.
  9. Detectives report a note left behind by the members of the (VillainGroup) who carried out the theft of the (Object) claims that society is to blame
    Members of the (VillainGroup) who blame society? Wait a second... You know which cell of the (VillainGroup) that was. (Object) may even still be there.
    You need to get (Object) from the (VillainGroup) before they can use it to hurt people.
  10. Dispatcher to all units: Neighborhood watch reports of a new cell of the (VillainGroup) matches the probable destination of Object) that was recently stolen.
    Sometimes the most vigilant guardians of the city are the citizens themselves. And if they've found where the (VillainGroup) have hidden (Object), all the better.
  11. Reporting an assault on a DATA field team by members of the (VillainGroup). Attackers escaped with (Object)
    While it's worrisome that a DATA field team had (Object) on them without proper protection, it's more important to get it back from the (VillainGroup) now.
  12. Security guards are reporting a break-in at Portal Corporation offices by members of the (VillainGroup). Perpetrators escaped with (Object)
    Portal Corporation works on a lot of strange things like (Object), and it makes them a big targetfor groups like the (VillainGroup). That's something you just can't allow to happen.
  13. We have a report that the (Object) has been hijacked from the docks by members of (VillainGroup)
    You'd heard that members of (VillainGroup) were seen casing the docks. This could fit the pattern. Time to act.
    Leaving the (Object) in the hands of (VillainGroup) is a recipe for disaster.
  14. Witnesses reporting that members of the (VillainGroup) were after (Object)
    If those witnesses are correct, the results of (Object) in the hands of the (VillainGroup) could be bad for the whole city. This might be a good case to investigate yourself.

Recover (Object) from the (VillainGroup)

  1. A report is out that (Object) was stolen from an auction by members of the (VillainGroup)
    You knew that auction was a dangerous idea when you heard about it, but getting proven right isn't always a good thing. The PPD have their hands full. This might be a good task to handle yourself.
  2. All units be on alert: MAGI has requested assistance in finding (Object)
    MAGI has had a lot of bad luck keeping mystic items out of evil hands. It would be a good idea to help them on this one.
  3. All units, be on the look out for (Object). Owner reports it was lost on the train
    You have to wonder how anyone could lose (Object) on a train, but that does match the rumor that members of the (VillainGroup) were claiming to have it.
    A lot of cops could get hurt if they try to get (Object) from the (VillainGroup).
  4. All units: the (VillainGroup) have stolen (Object) and escaped pursuit
    You'd heard rumors that members of the (VillainGroup) had been seen casing the location where (Object) was being kept. Time to pay them a visit.
  5. All units advised to continue searching for the (VillainGroup) in posession of the (Object) before their deadline ends.
    You'd heard that the (VillainGroup) had issued a threat, claiming that they could use the (Object) in some way to bring ruin to the city. You're not sure this is a real threat, but it might be worth taking care of.
  6. Be on the alert: the (VillainGroup) is threatening to destroy (Object) unless the ransom is paid
    (Object) is a valuable relic. You can't let the (VillainGroup) destroy it.

Recover (Object) from the (VillainGroup) and defeat (VillainBoss)

  1. A police detective has reported an illegal sale of (Object) to members of (VillainGroup)
    From the detective's report it sounds like the bad guys got away with (Object), but you might know where they are.
  2. All units, be on the look out for (Object). Owner reports it was lost on the train
    You have to wonder how anyone could lose (Object) on a train, but that does match the rumor that members of the (VillainGroup) were claiming to have it.
  3. Be on the lookout: (Villaingroup) members have robbed an estate sale and escaped with (Object)
    You have to wonder how something like (Object) could have ended up at an estate sale, but that's Paragon City for you. The important thing is to get it away from the bad guys.

Steal (Object) from (VillainGroup)

  1. According to the police band, the (VillainGroup) are attempting to ransom (Object) back to the rightful owners, and the police negotiator isn't making any headway
    You heard about this situation the other day. The Police have their hands tied, but maybe if you intervened you could wrap this one up and keep the (VillainGroup) from profiting by this scheme.
  2. All units, be on alert: members of (VillainGroup) are fleeing the scene with (Object)
    The (VillainGroup) got away with (Object)! That could be bad, if they know what to do with it. You'd heard a rumor that they'd set up a hide-out to use after an upcoming job, and this might be it.
  3. An APB is in effect: (Object) has been taken from Croatoa Museum of Antiquities
    From the police band chatter, it sounds like members of (VillainGroup) staged a daring raid on the Museum of Antiquities in Croatoa. They got away with (Object), and that could be trouble.
  4. Members of (VillainGroup) are wanted for illegal trafficking in mystic artifacts
    It all makes sense now. You'd heard a rumor that someone was trying to smuggle (Object) into the city. It must be (VillainGroup)! Now all you have to do is catch them!
  5. The police have received a report from an occult expert that he was tricked into helping the (VillainGroup) use (Object)
    According to the occultist, before he escaped, he learned that the (VillainGroup) had a plan of some kind involving (Object). Someone should put a stop to that.
  6. There are police reports of a home invasion in Croatoa by the (VillainGroup). Their victim reports that the villains got away with (Object)
    A crook working for the (VillainGroup) stole a "leshy corpse" from a museum in Russia. Baltic legends say these creepy little faeries like to lead folks astray in their woods, wiping out trails, changing things around, and so on. Their remains can be used in spells that confuse and misdirect, and there's little doubt that's just what the bad guys want it for.

Rescue Missions

The object of a rescue mission is to defeat a mob of enemies holding the target person hostage and to lead that target person back out of the mission. Usually, a hero or a team will clear a path to the target person so that fighting on the way out is minimized. Once the mob holding the target person is defeated, several more enemies will typically spawn between the target person and the mission entrance to ambush the hero or team leading the target person out.

Unlike the Boss and Object missions, each Rescue victim is personalized with a unique stories and dialogue.

Rescue Angie Firkins

A witness against the (VillainGroup), one Angie Firkins has gone missing. All units are advised to be on the lookout for her
Angie Firkins is just a law-abiding citizen willing to risk her life to testify against the (VillainGroup). If something really has happened to her, it might be worth investigating.

Rescue Audrey Farber

Audrey Farber, a prominent industrial designer, has not been seen since her last day off, and there is security camera footage showing members of the (VillainGroup) in the area. Police units advised that this may be a kidnapping in progress
There were rumors that the (VillainGroup) were interested in re-designing some of their equipment for greater efficiency. And knowing their wicked ways, they might have taken Audrey Farber to force her into helping them.

Rescue Ayn Race

We have a report that local writer Ayn Race was abducted from a book signing by the (VillainGroup)
What would the (VillainGroup) want with a writer? Well, whatever their plan is, it's putting a citizen in danger.

Rescue Bianca Glass

We have a report of suspicious individuals accompaning Bianca Glass. Possible kidnapping in progress
You'd heard rumors that the (VillainGroup) were casing out Bianca Glass and her shipping bussiness. They might be in trouble.

Rescue Betty Jo Bialofski

We have a report of (VillainGroup) members involved with the disappearance of a citizen, a Betty Jo Bialofski
Betty Jo Bialofski? That sounds familiar. Now you remember! You read about it in the papers, but there they just called her "Nancy". She was in the news because her remarkable resistance to curses allowed her to safety inherit the cursed gemstone "The Third Eye of Danger". The papers had called it magical evolution, but it looks like it might have brought her to the attention of the (VillainGroup)

Rescue Clive Loveking

We have a missing persons case open for Clive Loveking, a local occult shop owner and writer
You've heard of Clive before. The only thing more disturbing that the curios in the back of the shop are the stories he tells about them. You'd better get him back to his shop. That would be safest for everyone involved.

Rescue Det. Brendan Frye

Detectives are reporting one of their own was gone missing while investigating the (VillainGroup)
According to the radio, Det. Brendan Frye went undercover to investigate the (VillainGroup) and hasn't been heard from since. He could be doing deep cover work, or he could be in trouble.

Rescue Det. Steffano

All units, an undercover officer investigating the (VillainGroup) has not reported in. It's believed that his cover has been compromised.
An undercover officer who misses a check-in may just be in the middle of something, but you'd heard a rumor that the (VillainGroup) were looking for an undercover cop. This might be one to check into.

Rescue Dr. Amelia Laplace

We've received a concerned inquiry from Portacio Industries about one of their designers, one Dr. Amelia Laplace, who hasn't been seen in several days
Word on the streets is that the (VillainGroup) were poking around, asking about Portacio's designers. Maybe they had a hand in this?

Rescue Dr. Boyce Boyd

Detectives are reporting that they have been unable to locate Dr. Boyce Boyd, the noted cybernetic researcher. The (VillainGroup) ultimatum may be legitimate. All units are advised to be on the lookout for any clues.
You heard about this situation. The (VillainGroup) claim to have Dr. Boyce Boyd, and are holding him hostage until their demands are met. While there is no proof, Dr. Boyce Boyd hasn't been seen in a few days.

Rescue Dr. Deering

There's a missing person report on Dr. Deering from the space conference. We also have a report of the (VillainGroup) in the area
The big space science conference has draw a lot of top minds, but that could also draw in opportunistic criminals like the (VillainGroup). Dr. Deering could just be out sight-seeing, but it could also be trouble.

Rescue Dr. Frank N. Scott

All units, keep an eye out for Dr. Frank N. Scott. He was last seen leaving the hospital, possibly being followed by members of the (VillainGroup)
The moment you hear the news, you suspect what might have happened. Dr. Frank N. Scott has consulted with MAGI on a case or two involving magical diseases, something that the (VillainGroup) would definitely be interested in.

Rescue Dr. Ninevah Sing

All available units, a group of the (VillainGroup) have taken a hostage from Datalore labs and evaded Police pursuit
As you listen further, it seems that the hostage was one of their Artificial Intelligence researchers, a Dr. Ninevah Sing. But no one has any idea why the (VillainGroup) would be interested in an AI researcher in the first place.

Rescue Dr. Priddy

The BB Institute's press conference was attacked by members of the (VillainGroup), who have escaped with an hostage
According to the police report, the missing person is Dr. Priddy. The (VillainGroup) grabbed her, and now the BB Institute's own crime-fighters are paralyzed. But the (VillainGroup) probably aren't expecting the BBI to get some outside help.

Rescue Dr. Sarah Long

Police negotiators are reporting that negotiations with the (VillainGroup) for the return of Dr. Sarah Long are breaking down
Dr. Long's work on incorporating magical healing with modern medicine has made a big splash. Big enough to attract the attention of the (VillainGroup)

Rescue Dr. Sophia Jones

We have a missing persons report on Dr. Sophia Jones, filed by her husband. Motives are unknown, but he did report seeing members of the (VillainGroup) near their home last night
If the (VillainGroup) were involved, it can't be good. Maybe you should take a look to this.

Rescue Dr. Stephen Fayte

Detectives have confirmed that the abductors of Dr. Stephen Fayte were members of the (VillainGroup)
You've heard of the strange case of Dr. Stephen Fayte before. Due to random circumstances of birth, he's often mistaken for one of the most powerful sorcerers in the world. However, he's really just a gifted surgeon and nothing more. If the (VillainGroup) is involved, though, he could be in some serious trouble.

Rescue Eleanore Ciccione

We have a report just in of members of the (VillainGroup) attacked a Paragon City Symphony rehearsal, and have abducted Eleanore Ciccione
Eleanore Ciccione? That's the cellist with minor psychic powers. While she's not effective in a fight, the combination of music and psionics could be very interesting to the (VillainGroup). This might be worth checking out.

Rescue Dr. Wanda Sims

All units, be on the lookout: We have an unconfirmed report of Dr. Wanda Sims seen accompanied by members of the (VillainGroup)
Dr. Wanda Sims? The reclusive mathematical genius? She hasn't been seen in a while, but from what you've read that's not uncommon. Still, this might be worth your attention.

Rescue Dr. Zhondervan

We have a missing person report on Dr. Zhondervan, following a break-in at his office by members of the (VillainGroup)
That sounds like trouble. Maybe the (VillainGroup) are chasing Dr. Zhondervan, or maybe it's a coincidence. Either way, it could bear investigation.

Rescue Heather Diazzo

We have reports of a break-in at the home of one Heather Diazzo, reportedly conducted by the (VillainGroup). Requesting a unit to investigate.
Heather Diazzo is on the cutting edge of on-line real estate and property. On-line, she is one of the wealthiest people in the world, and a major influence in many circles. Maybe that was what the (VillainGroup) are interested in. Her list of connections is probably extraordinary.

Rescue Jake Emmet

We've a missing persons report on Jake Emmet, who has been reported missing by his wife
Jake Emmet? That's the lead designer of the smash-hit video game Freedom Phalanx. You'd heard several of the (VillainGroup) complaining about how they were portrayed in that game. Maybe they decided to get some developer feedback.

Rescue Joey Jones

All officers in the greater Paragon City area, we have a missing persons report for one Joey Jones. Back-up is recommended, as the (VillainGroup) may be involved
If the (VillainGroup) are involved, this can't be good. Maybe you should give the police some help on this one.

Rescue Jon "Booster" Rhodes

All units, we've received word from Kord Industries security that the VP, one Jon 'Booster' Rhodes, has not reported in to work for several days. Detectives are investigating the situation.
The police detectives may be on the case, but you'd heard a rumor that the (Villain Group) had their eyes on Jon 'Booster' Rhodes as a mark for a while. If they made their move, you'd have the inside track to find them and put a stop to it.

Rescue Kelly

All units, kidnapping in progress.Kelly from the Shadow Shard has been abducted by the (VillainGroup)
More and more refugees from the strange alien realm called the Shadow Shard have been coming to Paragon City, looking for new lives. Unfortunately, the city's villains have noticed this as well. It might be a good idea to show a new arrival that the heroes of Paragon City are there to protect them.

Rescue L33t Sk1zzl3s

Police detectives are reporting that there may be a wave of computer virus attacks imminent after reformed hacker L33t Sk1zzl3s went missing last week
Word on the street is that the (VillainGroup) have been preparing for a spree of computer crime for a while, and the name L33t Sk1zzl3s fits. You don't know if this was a kidnapping, or if they recruited L33t Sk1zzl3s, but either way, it would be good to stop this before it got started.

Rescue Lois Watson

We have a report that the (VillainGroup) has abducted Lois Watson again. All units be advised to just let Unbelievable-Man to handle this one
This sounds remarkably apathetic, but then, Lois Watson is Unbelievable-Man's girlfriend. But didn't you heard that he's in the Shadow Shard right now? Maybe you shoud check into this, just in case Unbelievable-Man won't be back in time to save the day.

Rescue Lucy Dreamtime

We have a possible missing person on one Lucy Dreamtime
Lucy Dreamtime is one of those types all heroes know to keep an eye out for. She's actually a powerful psychic, capable of manifesting her dreams in the real world. Unfortunately, she can't control her power, so if she goes off her medication and has a nightmare, it can be bad. You might have a lead on this.

Rescue Lupe St. Claire

All units, we have a report that members of the (VillainGroup) have abducted Lupe St. Claire from their place of business
Lupe St. Claire is a renowned psychic whose precognitive predictions have helped the city in past. No doubt the lure of knowing the future made the (VillainGroup) bolder than normal.

Rescue Mazzy Stardusk

We have an APB out for members of the (VillainGroup) responsible for the abduction of Mazzy Stardusk

Arachnos seems to be an exception to this rule and may appear in a wide variety of levels). The most daring elements of these groups may also even assault a Police precinct, usually to free one of their own! Be warned that not every robbery is what it seems to be at the first glance.
